Under an Hour to the Open Road: How Foreign Visitors Can Drive in China

Chongqing — As international travel to China continues to grow, more visitors are choosing to explore the country by car. In Chongqing, foreign travelers can legally drive by obtaining a Chinese temporary driving permit, a process authorities say is efficient and straightforward.

According to the city's Immigration Inspection General Station, Chongqing recorded nearly 2.5 million inbound and outbound travelers last year, a 30 percent increase from 2024. The city also handled more than 18,000 flights, up 26 percent year on year. In 2025, Chongqing welcomed a record of over 760,000 inbound international visitors.

Chinese law does not recognize international driving licenses. Foreign visitors who wish to drive must therefore apply for a Chinese temporary driving permit at a local Vehicle Administration Office.

Applicants are required to present a passport with a valid visa or entry stamp, their original foreign driving permit, an official Chinese translation, and a white-background photo. A Chinese address and phone number are also required. After paying a 10 yuan fee and watching a 30-minute traffic safety education video, applicants can obtain the permit. No written exam or road test is required. The entire process usually takes less than one hour.

The temporary permit is generally valid for three months to one year, depending on the holder's visa status, and authorizes foreigners to rent and drive vehicles in China legally.

Officials say the policy supports safer roads and reflects Chongqing's growing role as a key inland tourism hub, as China continues to expand international travel and people-to-people exchanges.
