Chongqing to Lead Competitive International Business Environment

Chongqing- Chongqing has recently formulated and released the Chongqing Business Environment Innovation Implementation Plan, striving to be at the forefront of the world in the international competitiveness of the business environment within three to five years.

The goals include the overall improvement of government governance efficiency and the significant enhancement of the ability to gather and allocate various resources and elements on a global scale.

Additionally, market entities' activity and the development quality will be significantly improved, and a first-class business environment featuring marketization, the rule of law, and internationalization will be built.

Chongqing aims to witness a series of replicable and popularized institutional innovations to be formed, setting an important example for constructing a national business environment.

Specifically, Chongqing will promote business environment innovation from ten aspects, covering market entities, investment, innovation, cross-border trade, regulatory system.

Cross-border trade

For instance, improving cross-border trade facilitation includes deepening the construction of Chongqing's "single window" for international trade and extending service functions to the whole chain, as well as deepening the application of convenience measures such as advancing declaration, allowing easier access, and optimizing the port customs clearance mode.

Others involve exploring the cross-border free flow of scientific research equipment and consumables and simplifying the import and export procedures for research and development equipment and samples.

International talent

Another example is to optimize foreign investment and international talent service management.

Focusing on improving the foreign investment promotion and service system, Chongqing will deepen the implementation of the pre-entry national treatment and negative list management system for foreign investment.

Enhancing a talent evaluation system in line with international standards, Chongqing will formulate standards for identifying foreign talents.

Fair competition

Maintaining the order of fair competition, Chongqing will promote "fairness, openness and impartiality," strengthening the rigid constraints of fair competition review and speeding up the abolition of relevant regulations that hinder fair competition.

Exploring the establishment of an early release system for bidding plans, the electronification of the entire bidding process will be promoted, and the transparency of bidding activities will be further improved as well.

Through strengthening and upgrading anti-monopoly and anti-unfair competition law enforcement, Chongqing will continue to protect the development of various market players, especially small and micro enterprises, in accordance with the law.

Regulatory rules

Further innovation and improvement of supervision will also be a key, where Chongqing will focus on improving the efficiency of supervision with "systems + technology."

The system will progress to build open, transparent, simple, and easy-to-implement regulatory rules and standards and promote credit classification and supervision.

Technology such as big data, the Internet of Things, and artificial intelligence will empower supervision.
