How Far is Chongqing from a World Famous Smart City?

Chongqing- Key measures, including accelerating the development of the integrated scenario construction system and building more than ten integrated platforms, will be implemented in Chongqing, according to Chongqing Big Data Application and Development Administration recently.

Integrated digital platforms

Chongqing ranks the seventh in digital transformation capacity among cities in China, after Beijing, Shanghai, Shenzhen, Guangzhou, Hangzhou, and Qingdao, according to the 2021 White Paper on Digital Transformation of Chinese Cities released by CCID Consulting last November.

CCID Consulting serves as a research institute directly affiliated to the China Center for Information Industry Development of the Ministry of Industry and Information Technology.

"We are connecting the underlying data of multiple departments, building integrated platforms, and creating clusters integrating residence, industries, travel, amusement, and shopping, to provide convenience for residents, and improve the efficiency of urban management," said an official in charge.

The so-called integrated platforms enable collaborative management and services across levels, regions, systems, departments, and services by integrating technologies, services, and data.

Yukang Code is an example of such an integrated platform, which gathers data in health, public security, industry and information technology, transportation, civil aviation, railway, and other aspects to provide residents and people entering (returning to) Chongqing with their health status related to epidemic prevention.

Data to be connected

However, there is still a long way to go before Chongqing grows into a famous smart city.

"The pain points, bottlenecks, and difficulties still exist because the underlying data has not been fully connected in Chongqing," said Xu Yunlin, Director of the Industry and Policy Research Center, West China Branch, China Academy of Information and Communications Technology (CAICT). "A smart city is built on data sharing, while the quality of government service data shared by units in the city remains not high, and the available data is not sufficient."

An example of an application scenario in governance around hospitals in Hangzhou City Brain has greatly alleviated traffic congestion. For example, in the neighborhood of Hangzhou First People's Hospital, located downtown and adjacent to the West Lake, the average waiting time for vehicles has been reduced to a minimum of three minutes from 90 minutes. 

What to do? 

Chongqing is further connecting the underlying data and accelerating the development of an integrated scenario construction system so that people's lives will be more intelligent and convenient.

Chongqing "City Brain"— the New Smart City Operation and Management Center is being upgraded and plans to access more application scenarios.

In 2022, Chongqing Big Data Application and Development Administration will move faster to develop the "8611" integrated scenario construction system: eight basic capabilities + 6 support systems + more than ten integrated platforms + more than 100 typical applications.

The eight basic capabilities refer to moving faster to develop Chengdu-Chongqing national computing hub of China's integrated computing network, a three-Giga city, AIoT infrastructure, the urban information model platform, and the mountain city chain, upgrading the urban big data resource center and the digital Chongqing cloud platform, promoting China-Singapore (Chongqing) International Dedicated Connectivity (IDC), and enhancing the basic capability of developing digital, network, computing, and other scenarios.

The six support systems refer to promoting the unification of data catalog, data standards, logical architecture, system interfaces, business process, and capability modules, continuously improving the abilities of data support, system integration, and business collaboration, and consolidating the common support of integrated scenarios.

Chongqing strives to complete and put into use more than five integrated platforms for the smart city this year and cultivate a number of typical application scenarios, which will focus on the pain points, bottlenecks, and difficulties of public concern.
