In the 2022 Two Sessions, members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) from Chongqing brought proposals in Beijing, on hot topics such as Yangtze River protection, rural revitalization, and the Chengdu-Chongqing economic circle.

 Yangtze River protection

Seeing the sky becoming bluer and waters more lucid in Chongqing over the years is the happiest thing for Yu Guodong, a member of the CPPCC National Committee and Deputy Director of Chongqing Ecology and Environment Bureau. Since he took office, all of his proposals have been about environmental protection.

Yu has prepared five proposals relating to ecological and environmental protection this year. One of them is the Yangtze River Protection Law of the People's Republic of China, which came into effect last year.

According to Yu, the law is China's first legislation on a specific river basin to promote not only environmental protection and restoration in the Yangtze River basin but also encourage green transformation in provinces and municipalities along the Yangtze River.

Yet, he has found that some clauses were difficult to put into action as they are not clearly stipulated. Therefore, he suggested releasing judicial interpretation of the law and formulating implementing rules as soon as possible.

Yu has also recommended clarifying the scope of "tributaries of the Yangtze River" and making a list concerned; setting standards to measure lengths of Yangtze River tributaries; studying and formulating measures to recognize the chemical industry and parks, including relevant conditions and scope; guiding primary-level officials to administrate and make use of resources along the Yangtze River.

Zhang Hong, a member of the CPPCC National Committee, former Deputy Director of Chongqing Forestry Bureau, also concerns himself with Yangtze River protection. One of his proposals is Suggestion on Invasive Alien Species Prevention and Control in Riparian Zones in Three Gorges Reservoir Area.

Zhang said it was necessary to build a risk assessment system, assessing the risks of invasive alien species and identifying hazard ratings. As a result, the departments concerned can make wiser decisions and conduct invasive alien species prevention and control.

Zhang has also advised phased invasive alien species prevention and control in the Three Gorges Reservoir Area riparian zones.

Rural revitalization

Yan Qi, a member of the CPPCC National Committee, also pays close attention to rural revitalization. She is also a member of the Executive Committee of the All-China Federation of Industry and Commerce and Chairman of Chongqing Taoranju F&B Culture (Group) Co., Ltd.

Yan has prepared a proposal about how to align efforts to consolidate the achievements in poverty alleviation with efforts to promote rural revitalization.

She suggests that private enterprises should be encouraged to carry out skill training in rural areas to promote farmers' employment. Leading restaurant enterprises should be supported to participate in the rural revitalization and promote the integrated development of agriculture, restaurant, and tourism.

Rural revitalization is a hot topic. Wen Tao, a member of the CPPCC National Committee, Vice Chairman of Chongqing Municipal Committee of China Democratic League, pays attention to it. He has a proposal on how to play the role of sci-tech experts in rural revitalization.

Wen said that there are still some problems in the system of sci-tech experts working in rural areas. Their professional skills cannot be precisely matched with the revitalization of rural industries.

Therefore, Wen has suggested improving the system for appointing sci-tech experts working in rural areas, refining the incentive mechanism, and advancing deep integration of sci-tech with finance.

Chengdu-Chongqing economic circle

The Planning Outline for the Construction of Chengdu-Chongqing Economic Circle was released last October. Members of the CPPCC National Committee will also make suggestions on developing the Chengdu-Chongqing economic circle during this year's Two Sessions.

Peng Jing, a member of the CPPCC National Committee and Chief Lawyer of Chongqing Jingsheng Law Firm, has drafted a proposal on how to shore up the joint contribution of Chengdu and Chongqing to a digital sci-tech innovation ecosystem. She has appealed to give more support to digital sci-tech innovation talents gathering in the Chengdu-Chongqing region to help digital sci-tech associations in this region exert a nationwide influence and improve the region's scientific literacy and digital application capacity.

Rong Rong, a member of the CPPCC National Committee and Director of Chongqing Center for Disease Control and Prevention, has written a proposal on building a fuel cell vehicle demonstration city cluster in Chengdu-Chongqing economic circle. She has suggested that the economic circle should be included in the next batch of fuel cell vehicle demonstration city clusters as soon as possible.
