Recently, Chongqing Customs launched a new measure to improve the business environment after the integration of import and export declaration forms and inspection declaration forms in August this year. Specifically, all foreign-trade enterprises in Chongqing can print Special Customs Bills for Payment by themselves. It means that it is not necessary for enterprises to visit the customs clearance office. In addition, this trade facilitation measure implemented on November 19.

What are Special Customs Bills for Payment?

Special Customs Bills for Payment, also known as the Customs Tax Bill, took a general designation for payment letters. It basically is that enterprises pay customs duties, value-added tax, and consumption tax. Additionally, payment letters usually are an important document for enterprises to handle accounting, tax deduction, and so on. In the past, people, specially assigned for import and export enterprises or customs declaration company, collected letters for the customs clearance office.

From January to October this year, 2,779 import-and-export enterprises declared at Chongqing Customs with 75,559 tax declaration forms. However, import and export enterprises have an option to pay customs taxes by the electronic payment. After the payment, they can print Special Customs Bills for Payment by themselves through the “single window” of international trade or the integrated online service platform of “Internet + Customs” after payment.

This reform can save the labor and time costs of enterprises and shorten the duration of VAT deduction and speed up the capital transfer of enterprises. Moreover, it can optimize the customs operation process and reduce administrative costs and release human resources. It is the last step to the “last mile” of paperless customs clearance. Furthermore, it realizes the paperless customs clearance and online processing.
