Chongqing- The ILSTC Platform has recently been introduced on the China International Trade Single Window website. It's the first regional "single window" platform promoted at the national level, according to the Port and Logistics Office of Chongqing Municipal People's Government, on April 12.

Chongqing has played a leading role in this endeavor. Earlier this month, the ILSTC Platform was launched on the China International Trade Single Window website to create a solid rule and standard system for a digital and intelligent channel.

"The platform covers intelligent customs clearance, logistics coordination, data exchange, and international cooperation and provides more than ten functions," said Xiao Wenjun, an official with the Port and Logistics Office of Chongqing Municipal People's Government.

Intelligent customs clearance

The platform can use robots to complete customs declarations for relevant documents based on AI and Big Data technologies, providing convenient services for enterprises in manufacturing, trade, and logistics.

It is estimated that one person can process hundreds of documents for businesses per day, compared to less than 50 documents in the past.

Processing cost and time can be reduced by 50% and 80%, respectively. Meanwhile, the accuracy rate increased to 99.99%.

Logistics coordination

The platform can realize smooth sharing of logistics information and seamless coordination of logistics operations in the western region.

Therefore, different links, including production, customs declaration, warehousing, logistics, and freight forwarding, can be efficiently coordinated.

Users could synchronously process the customs declaration, packaging, ex-warehousing, and transportation online.

As of now, the platform has conducted more than 10,000 operations, at least halving labor costs.

Data application

The platform has taken the national lead in promoting connectivity with the railway freight system.

Thus, sharing data and coordinating operations between the railway logistics and the "single window" reduces enterprises' costs and lowers the error rate.

Meanwhile, with the help of the existing customs data, the platform can offer one-stop services from appointment, confirmation, container transfer, and feedback to subsidy statistics. The whole processing time is only ten minutes, compared with one day before.

International cooperation

The platform promotes smooth trade between ASEAN countries represented by Singapore and ILSTC signatories represented by Chongqing. Both parties have shared more than 290,000 pieces of data.

"Chongqing is striving to lead in China's interior openness. Building the ILSTC platform is helpful to absorb Chongqing into ILSTC's operation organization center, " said Ba Chuanjiang, Director of the Port and Logistics Office of Chongqing Municipal People's Government.

"Moreover, the ILSTC platform will also pioneer data sharing and mutual accreditation among logistics enterprises, banks, insurance enterprises, trade enterprises, shipping enterprises, ports, and other parties," he added.
