Chongqing to Achieve Cargo Throughput of 1.6 Billion Tons by 2025

Chongqing- Southwest China's Chongqing Municipality aims to build an inland international logistics hub in 2025, local authorities said on May 20.

According to the press conference on the 14th Five-Year Plan (2021-25) for Chongqing's modern logistics industry and ports, the total amount of cargo transported will reach 1.6 billion tons and the average annual growth rate of multi-modal freight will exceed 20%.

The plan states that by 2025, Chongqing will complete the inland international logistics hub construction and become a strategic hub for the Belt and Road Initiative, the Yangtze River Economic Belt, and the New International Land-Sea Trade Corridor (ILSTC). The total volume of freight transport will reach 1.6 billion tons, and the proportion of railway freight volume will increase by about two percentage points. The average annual growth of multi-modal freight volume will exceed 20%, while the total social logistics costs ratio to GDP will reduce by 1-2 percentage points.

Chongqing will construct a modern logistics system of spatial structure "one core, one circle, one belt, two areas, six channels, and multiple nodes". Specifically, "one core" refers to the central urban area, "one circle" refers to the loop around the urban area, and "one belt" refers to the logistics along the Yangtze River. "Two areas" refers to the production and manufacturing and port shipping in northeastern Chongqing and the cold chain and commercial logistics area of agricultural products in southeastern Chongqing. 

The "six channels" include the ILSTC, the Asia-Europe international logistics channel, and the two logistics channels connecting the Beijing-Tianjin-Hebei City cluster and the Guangdong-Hong Kong-Macao Greater Bay Area. Multi-node means to build city-level logistics park node centers in critical districts and counties.

During the 14th Five-Year Plan period, Chongqing will promote the construction of Chongqing Dry Port and formulate new standards for international trade, creating a logistics and operation organization center for the ILSTC. At the same time, Chongqing will build overseas warehouses and distribution centers for China-Europe freight trains. It will establish a port alliance in the upper reaches of the Yangtze River and introduce professional aviation logistics companies to build an international aviation hub.

Chongqing will promote trade coordination along corridors to level up the international logistics distribution. Corridors include the China-Mongolia-Russia Economic Corridor, the New Eurasian Continental Bridge, China-Central Asia-West Asia, China-Indochina Peninsula, China-Pakistan, Bangladesh-China-India-Myanmar Economic Corridors. On the other hand, the plan will closely link Chongqing's leading industries and promote the integration of the logistics industry and multiple industries.

By 2025, Chongqing is planning to add two new ports. Chongqing will promote the development of aviation, water transportation, railway ports, and highway logistics bases, forming a unique port ecology.

Wanzhou Airport and Wanzhou Port lead the northeast Chongqing port, and Qianjiang Airport supports the southeast Chongqing port. These ports will boost the local economy.

Chongqing will continue to optimize the port business environment. For example, improve the departure confirmation mode to achieve the parallel operation of customs clearance and logistics; impel direct pick-up for imported goods and immediate loading for export goods in qualified port areas.

The plan will accelerate the promotion of the intelligent Yangtze River logistics project, promote the application of 130-meter standard ships, and further release the momentum of the Yangtze River golden waterway.
