Egypt Eyes Chinese Partnership to Build Mega Medical City in Push for Global Healthcare Leadership

In a move aimed at positioning Egypt on the global map of medical innovation, Cairo is reviewing a Chinese proposal to develop a large-scale integrated medical city in the country’s New Administrative Capital—part of a broader strategy to boost healthcare quality, research capacity, and medical tourism.

In a step reflecting Egypt’s ambition to establish itself as a regional hub for advanced healthcare and medical research, local media reports indicate that Cairo is studying a Chinese proposal to implement the “City of Hospitals and Educational Institutes for Research and Training” in the New Administrative Capital.

Egyptian Prime Minister Mostafa Madbouly reviewed the proposal on Thursday, which was submitted by the Chinese state-owned company China State Construction Engineering Corporation (CSCEC), represented locally by engineer Hisham Shata, head of “Encom”, the Egyptian partner of the Chinese firm.

The project represents a major national initiative aimed at building an integrated medical city capable of delivering world-class healthcare services. It is expected to include specialized hospitals, advanced research centers, and a university for medical sciences—supporting both medical tourism and scientific research in line with Egypt’s long-term development strategy, Egypt Vision 2030, launched by President Abdel Fattah el-Sisi.

A Cornerstone for Healthcare Reform

Egypt’s Minister of Health and Population, Khaled Abdel Ghaffar, stated that the ministry is currently evaluating the project based on leading international models. He emphasized that the proposed city would serve as a cornerstone of Egypt’s universal health insurance system.

According to Abdel Ghaffar, the vision extends beyond healthcare delivery to include the modernization of medical education through advanced institutes and training centers designed to prepare highly qualified professionals capable of meeting the growing demand for sophisticated healthcare services.

A government statement noted that Prime Minister Madbouly stressed the project’s strategic importance as one of the key medical developments planned on the outskirts of the New Administrative Capital. The initiative aims to significantly improve healthcare quality while also strengthening Egypt’s position as a destination for medical tourism.

From an architectural and planning perspective, the project envisions a fully integrated medical complex combining therapeutic services with administrative infrastructure. It will be supported by research centers, academic institutions, and advanced training facilities equipped with cutting-edge technologies.

The design also adopts a comprehensive urban approach that goes beyond the traditional hospital model, incorporating logistics and lifestyle components such as a hotel and a large commercial center, surrounded by extensive green spaces. This integrated environment is intended to provide a world-class healing ecosystem for both patients and healthcare professionals.

The selected location in the southern part of the New Administrative Capital is considered strategically advantageous, facilitating access for patients, students, and faculty members from across the country.

A Mega Medical Hub

The “City of Hospitals and Educational Institutes” is envisioned as a large-scale medical and research complex spanning approximately 230 feddans, located in a strategic position south of the New Capital.

The project is designed to deliver a qualitative leap in healthcare services while supporting Egypt’s universal health insurance system.

It also serves as a key pillar in enhancing medical tourism and advancing medical education by training qualified professionals and meeting the growing demand for advanced care, aligned with Egypt’s sustainable development goals.

According to Egypt’s Cabinet Information and Decision Support Center, the city will have a total capacity of 4,223 beds and include 18 specialized medical institutes covering a wide range of disciplines, alongside advanced research centers and modern training facilities.

To ensure a fully integrated healthcare and service environment, the development will also include high-quality logistical infrastructure such as a hotel for visitors, a large commercial hub, and expansive green areas—creating a smart medical complex that combines precision treatment, advanced research, and high-end services.
