Chongqing Science and Technology Bureau provided this introduction. In 2019, Chongqing will decrease the general fiscal expenditures of the city level and district/county level. It will support scientific and technological innovation with the newly-increased expenditure of RMB 1 billion.
By emphasizing the key points, it adopts the ways of investment allowance, awarding major programs, government purchases, etc. Then, it leads enterprises, universities, and institutions to increase investments to promote science & technology innovation around the city.
Meanwhile, the government will plan and construct Chongqing Science City with high standard. Chongqing will integrate the construction of the National Innovation Demonstration Zone and Liangjiang Collaborative Innovation Zone. It will focus on the key research fields of information, life science, environment, energy, materials, etc. And it also stresses on the innovation demands of big data, artificial intelligence, integrated circuit, intelligent manufacturing, biological medicine, etc. On this basis, Chongqing plans to lay out many typical and significant scientific infrastructures. It will accelerate the construction of national key laboratories, state-level centers for technological innovation, national engineering research centers, and others. The city will bring in a batch of well-known universities, scientific research institutions, high-end scientists and teams from the globe. Through the above practices, it will build a gathering place of innovation resources in Western China.
Chongqing plans to build two to three national key laboratories and state-level centers for technological innovation. Then, it will facilitate the relocation of more state-level science and technology innovation bases. Besides, Chongqing is striving to build innovation platforms with Tsinghua University, Shanghai Jiaotong University, and the National University of Defense Technology.
In 2019, Chongqing’s fund investment in science and technology will exceed 2% of the total. Moreover, the total quantities of science & technology enterprises and high-tech enterprises will be 15,000 and 3,000 respectively.
