Chongqing will give high priority to the eco-environment protection and green development and build itself into a city with beautiful natural landscapes. In addition, Chongqing will play an important role in the green development of the Yangtze River Economic Belt. Chongqing Leading Group Meeting of Promoting the Development of the Yangtze River Economic Belt was held on April 29. Tang Liangzhi, Mayor of Chongqing and Deputy Secretary of CPC Chongqing Municipal Committee, indicated that driving the development of the Yangtze River Economic Belt is a key strategy, which will influence the overall development of China. In the relevant efforts, the restoration of Yangtze River ecological environment is the priority, and the departments concerned should continue coordinated efforts to champion environmental protection and eschew large-scale development, thus making the Yangtze River Economic Belt the driving force of the high-quality growth of China’s economy.

According to the Mayor of Chongqing, Chongqing will focus on promoting green development from now to the future

From now to the future, Chongqing will be a good example of how to accelerate the development of the Economic Belt and make a pilot in the eco-civilization system construction. In addition to strengthening the important eco-security shields on the upper reaches of Yangtze River, Chongqing will insist on the cooperation with the upper, middle, and lower reaches of the Yangtze River. Meanwhile, Chongqing will boost the coordinated development of regions along the river. It will also promote the formation of the joint force for the development of the Economic Belt, and explore high-quality growth strategies using eco-friendly and green-oriented tactics.

Tang Liangzhi stressed that to promote the development of the Economic Belt, we must strengthen the restoration of the Yangtze River's ecological environment and promote “co-governance" (water pollution control, water ecological restoration, and water resources protection). Provinces and cities along the river should implement the Outline of Yangtze River Economic Belt Development Plan in an effort to observe the “three red lines” of water resource control, utilization, control on water-use efficiency, and limits on water functional areas. Moreover, all regions concerned should accelerate the promotion of the “co-governance for water”.

Focusing on land, it should also strengthen the environment preservation of the “four mountains” (Zhongliang Mountain, Tongluo Mountain, Mingyue Mountain, and Jinyun Mountain) and other mountains in the Yangtze River basin. The city will also simulate the green development of the Economic Belt in Guangyangdao area and push forward the regulations on drain outlets, black and odorous water bodies, industrial chemical pollution, and non-point source pollution. Chongqing will bring lucid waters and green lands to the “Two Rivers and Four Riversides”, stretching for nearly a hundred kilometers, thus underpinning the foundation of the important eco-security shields on the upper reaches of the Yangtze River. The city also plans to strengthen green development, strictly control industries with large quantities of pollutants and high environmental risks. Besides, Chongqing encourages the development of a circular economy of ecological, energy-efficient and environment-friendly industries, so as to enhance the role of S&T innovation in green development and accelerate the construction of the ecological and economic system.

Also, the city will promote the ecological development of industries

Chongqing will strengthen the capacity of the Yangtze River, promote waterway efficiency, increase the proportion of railways, in an effort to develop in a multi-modal way. Through the accelerated establishment of the integrated traffic system, and high-level construction of the multi-modal traffic corridors at the high starting point, the so-called “Golden Waterway” will see practical benefits.

Chongqing will make efforts to bolster system and mechanism innovation, optimize mechanisms of work promotion, responsibility implementation, and regional cooperation. The city will also accelerate its efforts to establish the new  “coordinated efforts to champion environmental protection” and through coordination with other regions along the river, to build the Economic Belt into a “golden economic belt” with the improved environment, traffic, economy, and market.
