Two Rivers and Four Riversides, which refer to the riverbank of the Yangtze River and the Jialing River, as the central area of Chongqing’s urban development, is precious enough to manifest the unique charm of the city. So its governance and improvement have attracted much attention.

Recently, Chongqing officially launched the Overall Plan for the Governance and Improvement of the waterfront area compiled by Chongqing Planning and Natural Resources Bureau. The plan introduces in detail the governance and improvement goal and 26 guidelines of “Two Rivers and Four Riversides.”
The plan defines the planning scope of Two Rivers and Four Riversides as the region from Xipeng Town of Jiulongpo District to Wubao Town of Jiangbei District along the Yangtze River, and the region from the urban area of Beibei District to Chaotianmen of Yuzhong District along the Jialing River. The centerline of the channel is about 180km while the bank lines on both sides are about 394km, 109km of which has been improved recently.

Two Rivers and Four Riversides are densely populated and overexploited. However, it has integrated multiple cultures and gathered a myriad of cultural landscapes. According to statistics, the area has embraced 345 cultural relics protection units, 54 historical buildings, 22 traditional characteristic style regions, and four historical and cultural blocks.
Chongqing aims to build Two Rivers and Four Riversides into a three-dimensional urban landscape zone suitable for its status as a national central city and construct it into a world-class riverside zone that highlights the beauty of humanities, thus providing a better waterfront life experience for locals and tourists.

To achieve the goal, the plan, oriented towards problems, aims, implementation to put forward 26 planning guidelines for the short-term and long-term governance and improvement of the waterfront area after taking existing resources and current conditions into consideration.
