The international pandemic situation of the coronavirus disease 2019 (COVID-19) is increasingly serious, and the number of people who come and return to Chongqing from abroad is increasing. To prevent the introduction of the overseas pandemic, the general office of the leading group for COVID-19 prevention & control in Chongqing issued the Notice on Further Strengthening Epidemic Prevention & Control for People Coming/Returning to Chongqing from Abroad on March 17.

Chongqing will check the body temperature and conduct the nucleic acid testing for people who come or return to the city from 16 severely epidemic affected countries, namely Japan, South Korea, Italy, Iran, France, Germany, the US, Spain, Switzerland, Sweden, the UK, the Netherlands, Norway, Belgium, Austria, and Denmark, as well as those who have been to the countries mentioned above in the past 14 days. People with abnormalities will be sent to a designated hospital immediately for treatment according to regulations. If the test result is normal, they will be taken back by their local districts or counties and kept under centralized medical observation for 14 days. For travelers who are going to transfer to other provinces from Chongqing, the city will report their information to the provincial command of epidemic prevention and control of their destinations and keep their transfer under control or keep them under centralized medical observation locally for 14 days.

All of the people coming or returning to Chongqing from abroad must truthfully report their state of health and travel history. Those who refused to cooperate, deliberately conceal the truth, or lie about their information, causing the spread of the epidemic or severe risk of epidemic spread, will be investigated for criminal liability and corresponding civil compensation liability following relevant criminal law provisions.

The airport working group is required to strengthen coordination, and the departments of foreign affairs, health, public security, customs, civil aviation, immigration inspection, airports, and transport must perform their respective duties and work closely together. The Party Committee and the government of all districts and counties in Chongqing must cooperate actively. After receiving the notification from the airport working group, they should take back relevant inbound passengers in time and put them under standardized management. Officials who fail to perform their duties conscientiously, bear no responsibility, or do nothing, causing serious consequences or adverse effects, will be held accountable.
