On April 2, Chongqing convened the kick-off meeting for the Southwest Action Plan of National “Great Wall of Data.” It held the unveiling ceremony of Southwest Data Governance Alliance and Southwest Big Data Legal Research Center. From such regions as Chongqing, Sichuan, Guizhou, Yunnan, Beijing, Guangdong, and Zhejiang, over 70 related leading enterprises have joined the alliance.

Co-launched by State Information Center (SIC) and big data enterprises, including Tencent, Huawei, and Alibaba, this action plan will play a vital role in the construction of a national integrated big data center, to promote the establishment of a government-enterprises data resource system in Southwest China. The alliance will serve as the primary implementation carrier.
Members of the alliance cover the fields of healthcare, industrial internet, data security, government affairs service, transport & logistics, smart security, and e-commerce consumption.
Additionally, co-established by Chongqing Big Data Application and Development Administration and Southwest University of Political Science and Law, the center provides intellectual support for the law-based data governance and efficient data flow. Both sides will develop cooperation in the legal theory and practice research of big data, the establishment of the big data law think tank, as well as in talent training.
“Launching the action plan and establishing the alliance and the center can not only boost the construction of new infrastructure in Chongqing but also improve the regional data governance system and capacity. In this way, big data will play a better role in significant development strategies like the Belt and Road Initiative and the Chengdu-Chongqing economic circle,” said the person in charge of the Chongqing Big Data Application and Development Administration.
Chongqing has been selected as one of the first national pilot zones for innovative development of the digital economy and the new-generation pilot zone for innovation-driven AI development. Thanks to the implementation of the strategic action plan for innovation-driven development led by Big Data Intelligence, the last two years witnessed the fast development of the digital economy. As the value-added increased 15% last year, the digital economy has become a vital driving force for Chongqing’s high-quality economic development.
Guided by SIC and the Chongqing Big Data Application and Development Administration, significant venues will be set respectively in Chongqing and Beijing, with parallel sessions held in cities including Chengdu, Guiyang, and Kunming. The 70-odd big data enterprises will attend the event by cloud video.
