On April 15, the Chongqing Association for Science and Technology (CQAST) and Sichuan Association for Science and Technology (SAST) signed a framework agreement on comprehensive strategic cooperation in Chengdu, Sichuan Province. The two organizations agreed to power the construction of the Chengdu-Chongqing economic circle with science and technology (S&T) knowledge.

In terms of the co-planning for top integrated design, the two will incorporate measures for the economic circle development into their “14th Five-Year” plans.

Considering the co-construction of smart service platforms, they will build an intelligent CQAST-SAST model zone for connectivity, co-construction, and sharing and encourage S&T workers to satisfy society’s needs.

When it comes to the co-stimulating of cooperative innovation and development, the two organizations will work together to build first-class S&T associations, drive the founding of alliances and unions of societies, cross-discipline alliances, and society-university-enterprise unions. They are going to co-construct and share S&T service teams and enable S&T societies’ to play roles in advancing deeply-integrated development of S&T and economy.

Given the co-construction of a comprehensive science popularization pattern, CQAST and SAST will enhance the cooperation in building a modern S&T museum system, create integrated smart science popularization platforms, and foster multi-channel production and promotion measures.

Talking about the co-undertaking of decision-making and consultant projects, the two parties will strive to set up the Chengdu-Chongqing economic circle cooperative innovation research center of China Association for Science and Technology, based on the “Belt and Road” Initiative and the Yangtze River Economic Belt Cooperation Innovation Research Center.

Regarding the co-training of talent, they will establish a CQAST-SAST party school alliance, innovate systems and mechanisms for proper flow and efficient gathering of S&T talent, and pool more top-notch teams and excellent professionals to Sichuan and Chongqing. Additionally, the two organizations are slated to build banks for high-level talent and reserve talent.

Agreements were also signed between Sichuan Scientific Collaborative Innovation Promotion Association and Chongqing Industry-University-Research Institute Collaboration Association, Sichuan Science and Technology Museum, and Chongqing Science & Technology Museum, and Sichuan Science and Technology News Office and Chongqing Science and Technology News Office, aiming for deep cooperation in respective fields.

According to CQAST, the two parties, enjoying a close relationship, are expected to utilize the other’s strengths, fuel reform in associations for science and technology, and deepen collaboration among societies and associations. According to SAST, they are going to expand the development space for S&T workers, offer long-term mechanisms to serve enterprise innovation, establish more convenient channels for the public to acquire authoritative science popularization resources, and support accurate science-related decision-making.
