Chongqing's Poverty Alleviation Efforts on Guaranteed Compulsory Education

Chongqing implements the policy of "controlling dropouts, subsidizing schooling and enrolling in schools nearby," and strengthening compulsory education is guaranteed. At present, Chongqing has achieved "zero fees" for compulsory education. Among them, compulsory education is arranged to be free of junior high school teaching materials and homework costs, subsidies for students with financial difficulties, and nutrition improvement plan funds of 1.883 billion yuan, benefiting 3.809 million people.

In 2019, 4,048 candidates from poverty-stricken counties and rural areas were enrolled, and 150 free undergraduate medical students from rural orders were recruited. The "three districts support education" plan and the "special teacher" plan supplement 1001 teachers, directional training of rural primary school 1510 general teachers, and 516 pre-primary public education teachers.

Through the implementation of the nutrition improvement plan, Chongqing has fully covered the nutrition improvement for compulsory education students in poor areas and counties, which benefiting 1.688 million students.

Chongqing establishes a "1 + N" joint control and joint guarantee responsibility system, which is, each dropout student corresponds precisely to "N" specific responsible persons composed of relevant departments, responsible schools, townships, and village groups where they are regularly supervised and inspected, one by one. For key areas in Chongqing such as rural areas, remote areas, poverty, ethnic groups, etc., facing key junior high school segments, rural left-behind children, impoverished families and children in difficult situations, Chongqing has also established a dynamic monitoring mechanism, which will establish regular information comparisons with the public security department. The verification mechanism will promptly find children and school-age children who are not enrolled or out of school, and curb dropouts from the source. At the same time, build a city-wide dropout insurance information management system, establish a city, district (county), and school three-level joint control and joint guarantee mechanism, and implement dynamic monitoring to ensure that dropout insurance is accurately delivered to the school and implemented to people.

According to the requirements of "full coverage, zero rejection" requirements, Chongqing will arrange school-age children and adolescents with the ability to receive general education through special education schools, classes, etc. to arrange compulsory education for school-age children and adolescents one by one. Disabled children and adolescents implement "one person, one policy, education delivery to door" and are all included in the management of school membership. At present, there are more than 2,700 qualified primary and secondary schools in the city that accept students with disabilities to attend classes, establish school status, and send home to students with severe disabilities. At the same time, Chongqing adheres to the "two mains" and "zero thresholds" to ensure that the children of migrant workers go to school and realizes full coverage of the nearest entrance to the school without the test.
