NPC Deputy Tan Pingchuan: Speeding up the Construction of Shipping out of China with Inland Logistics Hub

Currently, the construction of the Inland International Logistics Hub in Chongqing still has a shortage, which the channel is not smooth enough as well as the hub and the port are not good enough. The capacity to influence surrounding regions and driving overall service should be enhanced. Tan Pingchuan, Deputy to the NPC and Chairman of Chongqing Airport Group, submitted the suggestion of Supporting Construction the Inland International Logistics Hub in Chongqing, on May 25.

Chongqing has already formed a logistics system with four directions, east, south, west and north, and four modes of transportation, railway, highway, water, and air. Therefore, it presents a good development momentum of the flow of people, goods, capital, and information.

However, there are still some shortcomings in the infrastructure of transportation construction. The construction of the multimodal transport system is still in the initial stage, the layout of the logistics hub is not mature enough, and the functions of the port had not met the needs yet.

Railway, civil aviation, and other logistics management systems do not meet the requirement of flat and high-efficiency. Taking the railway as an example, there is a lack of policy dominance in relevant Chongqing railway departments. Meanwhile, the related decisions about large railway projects are still under the jurisdiction of the Chengdu Railway Bureau, which cannot adapt well to the new circumstances and task requirements of the national railway system management and reform.

According to the suggestion, the current situation and problems in Chongqing’s construction of the Inland International Logistics Hub should be fully taken into consideration. The suggestion proposed that more efforts should be put in supporting the construction of transportation infrastructure and the establishment of an international multimodal transport comprehensive pilot zone in Chongqing. Moreover, the guidance on the overall arrangement and construction planning of Chongqing’s national logistics hub should be strengthened, supporting to establish an inland international logistics distribution center here.
