The Reasons Behind Nanbin Road's Quick Recovery After the Flood

On August 25, Nanbin Road was reopened to traffic across the board. Till 19:00, nearly the entire road section from Haitang Yanyu Park to Longmenhao Old Street was jam-packed with cars — Nanbin Road became bustling again.

On August 25, as the flood receded, Nanbin Road was back to normal with the hard work of government and the people of Nan'an District.

It was only five days after the flood peak arrived at Chongqing. Why can Nanbin Road, hard hit by a catastrophic flood rarely seen in Chongqing's history, recover so fast? Let's cite some figures: 977 people transferred in 4 hours; over 300 trucks of materials moved in 8 hours; affected utilities restored in 48 hours; 150,000 cubic meters of silt cleared in 72 hours. These figures speak volumes about the hard work done by the government and the people of Nan'an District.

Before the flood 

This summer, the flood peak of a rarely seen catastrophic flood passed through Chongqing. Nanbin Road bordering the Yangtze River got flooded for about eight kilometers. Notably, the flood water was more than two meters deep for four kilometers, with the deepest point reaching 4.7 meters.

How to weather this catastrophic flood? As early as June, Nan'an District had preplanned all the flood prevention and relief logistics, with a specific focus on Nanbin Road, which was one of 40 key and vulnerable areas across Chongqing. In response, the Management Committee of Nanbin Road launched a contingency plan on flood prevention and relief that is in line with Nanbin Road reality after asking for advice from hydrologic experts and consulting related authorities about emergency guidelines many times.

During the flood 

At about 10:30 on August 19, as the water level of Cuntan hydrometric station along the Yangtze River rose to 190.85 meters, the water level of Longmen Haoyue along Nanbin Road had already hit 192 meters.

On Nanbin Road, cleaners are using high-pressure water guns to wash the mud on the ground.

At that time, Nanbin Road was completely underwater, especially the section from Hongsheng Road to Landmark Riverside, where nearly all the riverfront properties were submerged by floodwater.

In the face of the challenging situation, the onsite flood prevention and relief headquarters of Nan'an District kept on high alert for six full days. Heads of all the related authorities were on standby there, discussing emergency plans, making emergency decisions, and overseeing the implementation of relevant work. Due to the flood peak, Nanbin Road had transferred over 300 individual business owners, over 3,000 cars from underground parking lots, and over 300 trucks of materials for respective business owners. More than 30,000 people got affected along Nanbin Road, but none was injured or died.

After the flood peak 

On Nanbin Road, the cleaning staff is stepping up the dredging and disinfection work.

Water, gas, and electricity concern both the national economy and the people's livelihood, so when the flood peak arrived at Chongqing, local water, gas, and electricity services responded calmly and professionally and saw to it that all the hydropower projects in Nan'an District could come safely through the flooding. After the flood peak passed through Chongqing, they promptly had related equipment and facilities overhauled, replaced, or repaired, providing a guarantee for resuming normal working and living activities at the soonest possible time.

Thanks to the efforts, Nanbin Road can return to normal as soon as it is possible. At 20:00 on August 23, the decorative lights along the road were turned on again, and the lighting of many landmarks along the route such as Landmark Riverside, Danzishi Old Street, Chongqing Sheraton Hotel, Dongyuan 1891 and Chongqing Crown International also restored; on August 25, Nanbin Road was reopened to traffic across the board.
