SW China's Chongqing Interprets Proposals for Development Targets for 14th Five-Year Plan

Chongqing — The Communist Party of China (CPC) Chongqing Municipal Committee briefed media and interpreted its proposals for the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 Friday.

From November 26 to 27, the CPC Chongqing Municipal Committee deliberated and approved the Proposals, which provide a scientific basis for Chongqing’s 14th Five-Year Plan and a longer period of economic and social development system planning and overall strategic deployment.

The Communist Party of China (CPC) Chongqing Municipal Committee holds a press conference to interpret its proposals for the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 on December 25, 2020.

The Proposals covers three major sectors and 14 parts

The Proposals was officially released in full on December 3 this year. It consists of 14 parts and is divided into three major sections, according to Wang Fu, member of the Standing Committee of the CPC Chongqing Municipal Committee, secretary-general of the CPC Chongqing Municipal Committee, and spokesperson of the CPC Chongqing Municipal Committee.

The summary mainly elaborates on the development achievements of Chongqing during the 13th Five-Year Plan period and the overall situation, challenges, and opportunities of Chongqing's economic and social development during the 14th Five-Year Plan period, and long-term goals for 2035.

The sub-theories mainly include innovation-driven development, strengthening the modern industrial system, integrating into the new development pattern, the construction of the Chengdu-Chongqing Economic Circle, and the coordinated development of urban and rural areas and so on, In general, the proposal elaborated on the key tasks of Chongqing's reform, development, and stability during the 14th Five-Year Plan period.

The Proposals widely draws opinions around the city

The Proposals draws extensively on opinions and suggestions from districts, counties, and different municipal departments. In addition, the CPC Chongqing Municipal Committee also held seminars for entrepreneurs, seminars for experts, and seminars for scientific research institutes in universities and colleges to draw everyone's opinions. It also carried out in-depth "Internet inquiry ", the broad masses of people made suggestions in various ways, and successively collected more than 1,000 valuable suggestions.

Moreover, after the draft of the Proposals finished, the Municipal Party Committee formally solicited opinions from various districts, counties, and departments. It can be said the Proposals bring together the wisdom of all aspects of the city.

Three new characteristics run through the Proposals

The main thread running through the Proposal is the three new characteristics, namely, accurately grasp the new development stage, thoroughly practice the new development concept, and actively integrate into the new development pattern.

Wang Fu said that to build the new development pattern with domestic circulation being the mainstay and the two circulations reinforcing each other is a current and long-term strategy. In particular, the promotion of the construction of the Chengdu-Chongqing Economic Circle is a major move to build a new development pattern. In the Proposals, a series of major measures and major projects have been put forward around actively exploring effective ways to integrate into the new development pattern.
