What suggestions and proposals have deputies of the National People's Congress (NPC) and the members of the Chinese People's Political Consultative Conference (CPPCC) in Southwestern China's Chongqing  Municipality prepared? What are their focuses?

High-quality development

Zhang Xinghai, an NPC deputy and founder of Chongqing Sokon Industrial Group Co., Ltd, brings suggestions related to the auto industry's high-quality development.

Zhang said that traditional auto enterprises are speeding up the transformation and upgrading towards intelligent electric vehicles, which serve as the direction of the auto industry's development. If funding or financial support is insufficient, those enterprises will face a dilemma and even be dragged down by huge capital investment.

Zhang suggests that financial institutions further enhance the inclusiveness of traditional auto enterprises in the process of transformation and upgrading, increase the support for those enterprises in direct or indirect financing, and support enterprises' investment in the cultivation of key and core technologies, core part breakthroughs, brand promotion and intelligent manufacturing of intelligent electric vehicles.

"How do private enterprises transform to intelligent manufacturing?" said Tu Jianhua, a CPPCC member, Chairman of Chongqing Federation of Industry and Commerce as well as Chairman of the Board of Directors of Loncin Holdings Co., Ltd. Tu pays close attention to the development of private enterprises, especially on the private manufacturers.

Meanwhile, Tu found that some small and medium-sized private manufacturers have been involved in "cloud manufacturing" and industrial Internet platforms. Due to their small scale, relatively weak technical and financial strength, as well as an inadequate understanding of new technologies, they have achieved unsatisfying results in intelligent manufacturing.

To promote the transformation of private enterprises to intelligent manufacturing, Tu suggests that the financial industry should guide private manufacturers to take advantage of the general trend of development and embark on transforming to intelligent manufacturing.

Chengdu-Chongqing Economic Circle

One of their main concerns is how to deepen and consolidate the construction of the Chengdu-Chongqing economic circle.

Cao Qingyao, an NPC deputy and Secretary of the Communist Party of China (CPC) Rongchang District Committee, believes that more efforts should be made in opening-up so as to promote the development in the Chengdu-Chongqing region.

"Based on the existing outbound corridor," said Cao. "It is necessary to strengthen the urban infrastructure construction to reach river and sea, and build a supporting and seamless multimodal transport system of highway, railway, water and air in Chengdu and Chongqing."

He continued, "At the same time, efforts shall be made to apply Hainan's model of opening up the entire island, implement the free trade zone policy in Chengdu-Chongqing Economic Circle, and create a new opening-up highland in inland regions."

Besides, Tan Pingchuan, an NPC deputy, Secretary of the CPC Committee and Chairman of Chongqing Airport Group Co., Ltd., said, "At present, the network effect, support effect and platform effect of civil aviation in Chongqing and Sichuan, as well as the synergistic effect between the two cities, all meet the conditions and needs of building an international airport-based logistics hub."

Tan will put forward suggestions on supporting Chengdu and Chongqing to build an international airport-based logistics hub jointly.

Tan thinks the planning outline for the construction of Chengdu-Chongqing Economic Circle and the action plan on building civil aviation power in the new area make clear requirements for building a world-class airport cluster Chengdu-Chongqing region.

Chongqing and Chengdu are the host cities of national airport-based logistics hubs. The airports of Sichuan and Chongqing should give full play to their advantages in civil aviation and try their best to promote the construction of a modern logistics operation system of corridor, hub, and network.

Tan also suggests that, through focusing on the construction of this hub, efforts should be made to do a good job in top-level design, give full play to synergies, improve the efficiency of aviation resource allocation between the two places, accelerate the building of a world-class airport cluster in Chengdu-Chongqing region, and boost regional economic development with the development of an airport cluster. 

Rural revitalization

China has secured a complete victory in the fight against poverty as scheduled. While standing at a new historical starting point for comprehensively promoting rural revitalization, how will the policy focus be gradually shifted from poverty alleviation toward rural vitalization?

Du Huiping, a CPPCC member and President of the Chongqing University of Technology, focuses on promoting the healthy development of rural e-commerce to boost rural revitalization further.

"In 2020, all 832 impoverished counties across the country were lifted out of poverty," said Du. "The year marked the end of poverty alleviation, where I think rural e-commerce plays an important role in helping consolidate the outcomes of poverty alleviation and further rural revitalization."

Du believes that rural e-commerce has achieved rapid development in recent years, but it also needs to achieve healthy development further.

For example, due to a lack of unified regulatory requirements of the online information platform on which rural e-commerce relies for trading, the platform ineffectively reviews merchants' qualifications and required information and supervises their operations. Some merchants have joined the platform even without market access qualifications and standardized operation capabilities.

"We should bring all the entities of the e-commerce market into the scope of regulation, eliminate all the gaps in regulation, and ensure the quality of products and services," said Du.

He suggests that in building e-commerce platforms, it is necessary to ramp up investment in operation and maintenance and ensure transactions' safety. It is also necessary to augment the governance of the network environment of e-commerce, a crackdown on the behavior of giving malicious negative comments, encourage merchants to establish a fine reputation, and create a good environment for online transactions.

A versatile settlement mechanism for disputes in e-commerce should also be established to resolve disputes in a timely and effective manner before resorting to legal proceedings.

Yan Qi, a CPPCC member and Chairwoman of Taoranju Group, with an understanding of her own industry, believes that private enterprises are duty-bound to promote the rural revitalization strategy. 

"Rural revitalization shall start from the revitalization of agriculture," said Yan. "As food and beverage enterprises are consumers of agricultural products, the government should give concrete support to better leverage their leading role."

Practical work for people's livelihood

Bie Biliang, an NPC deputy and Deputy Editor-in-Chief of Chongqing Publishing Group, focuses on cultural and educational development. He will put forward suggestions on regulating the second-hand book trade.

According to Bie, due attention shall be paid to how to effectively utilize second-hand books, lead the new trend for taking good care of, and make good use of books. To this end, Bie visited lots of second-hand book markets and relevant departments in Chongqing.

After in-depth research, he found many problems with non-standard transactions and operations of second-hand books.

"I hope that relevant departments can roll out the policies related to second-hand book transactions as soon as possible and establish a standardized recycling trading market, instead of allowing second-hand books to only be sold as waste paper," said Bie.

He will suggest promoting frugality, reducing resource consumption, building a resource-conserving society, and solving the problems, such as the dilemma of abandoning or storing unused books, matching between market supply and demand, manual sorting and sterilization, as well as policy bottlenecks in second-hand book trading.

Work for people's livelihood 

With the deepening of population aging, elderly care has become the focus of people's attention.

Huang Yanping, a CPPCC member and Vice Chairwoman of Chongqing Municipal Committee of China Democratic League, has her own thoughts on creating a new model of combining elderly care, medical services, and education.

In her opinion, based on deepening the cooperation between elderly care and medical services providers, it is necessary to explore and promote the cooperation among elderly care, medical services, and education institutions, formulate the contract-signing and service standards for them, and promote the in-depth cooperation among institutions of medical services, education and elderly care.
