Chen Min'er, Secretary of the Communist Party (CPC) of China Chongqing Municipal Committee, introduced Chongqing's new efforts in a new development pattern as a deputy to the National People's Congress during China's Two Sessions.

The CPC Central Committee decides to build a new development pattern with Comrade Xi Jinping at its core based on the current state. It is necessary to meet the new development stage requirements and build new edges in international cooperation and competition. Chongqing will be committed to the new development philosophy, focus more on planning Chongqing's development in big-picture terms with serving the overall situation in mind, and strive for new efforts in the new development pattern.

Promote the Chengdu-Chongqing economic circle with substantial efforts. The Chengdu-Chongqing economic circle is a major initiative to build a new development pattern, creating a regional economic pattern with complementary advantages and high-quality development. The Chengdu-Chongqing economic circle has got off to a solid and good start, and smooth progress has been made, from a total of 236 cooperation agreements signed between Sichuan and Chongqing to 95 administrative matters accepted by both places. Chongqing will firmly keep the overall consciousness and integrative development, focus on the strategic positioning of building Sichuan and Chongqing into an important economic center, sci-tech innovation center, a model for reform and opening-up and livable places with a high-quality life, concentrate on its own development, and work harder to cooperation with Sichuan, to create a major growth pole and new driving force for promoting the high-quality development nationwide.

Spare no effort to improve and upgrade the industry chain and supply chain. A secure and stable industry chain and supply chain are a prerequisite for a new development pattern. Chongqing, as a manufacturing powerhouse, will combine the strategy of expanding domestic demand with deeper supply-side structural reform, promote the innovation-driven development with big data and intelligent technologies, and target efforts on its own weak links and advantageous areas to make itself more independent and dominant in industry chain and supply chain. A better industry chain and secure supply chain are urgently needed under the COVID-19 pandemic. In the long run, Chongqing needs to move its industries to the middle and high end of the value chain and better respond to the market to achieve high-quality development.

Chongqing is advancing reform and opening-up in an all-around way. Chongqing's geographical advantage as an important strategic pivot point for the development in western areas and the link between the Belt and Road and the Yangtze Economic Belt enables itself to integrate into the new development pattern. Therefore, Chongqing will maximize its edges in multiple channels by linking the western inland areas with eastern coastal areas through the Yangtze River, connecting China's western areas with the Association of Southeast Asian Nations countries through the New International Land-Sea Trade Corridor, and connecting China and the European Union and other economies through China Railway Express to Europe, integrating itself into the domestic and international circulations.

It is accelerating the coordinated urban and rural development. This part is essential to high-quality development and the new development pattern. As a combination of urban areas, rural areas, mountainous areas, and reservoir areas, Chongqing still has a long way to go in coordinating its urban and rural development. Therefore, it needs to promote sustainable urban and rural economic growth, coordinate urban renewal and rural revitalization, modernize agriculture and rural areas, and balance the development between its main metropolitan areas and the northeast Chongqing town cluster and southeast Chongqing town cluster, thereby creating more demands through integrated urban and rural development.
