Efforts to promote the Chengdu-Chongqing economic circle were mentioned at the sixth meeting of the Central Committee for Financial and Economic Affairs at the beginning of 2020. On March 8, Chongqing held its third online press conference on the Two Sessions 2021, some deputies to the National People's Congress (NPC) and members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC ) were invited to give advice on developing Western (Chongqing) Science City with higher standards.

“By implementing the guidelines of the Communist Party of China (CPC) Central Committee and requirements made by the CPC Chongqing Municipal Committee and Chongqing Municipal People’s Government, we will strive for building Western (Chongqing) Science City into a sci-tech innovation center with national influence, by focusing our efforts on developing big data applications, supporting new infrastructure and major platforms, and creating application scenarios and a big data ecosystem,” said Yang Fan.
The full engagement of leading innovation-driven enterprises is needed for developing Western (Chongqing) Science City with higher standards. Yang Fan noted that in addition to implementing some major projects, Chongqing would work with Sichuan to create a national digital economy innovation and development pilot zone and build a digital industry cluster, as a way to support Western (Chongqing) Science City.

“Western (Chongqing) Science City, as the core area of sci-tech innovation center with national influence, enjoys an obvious advantage in integrating tech strengths and gathering high-tech talent,” Zhang Xinghai, an NPC deputy and founder of Chongqing Sokon Industrial Group Co., Ltd., deems that the advantage helps Chongqing to develop its emerging industries, especially its advantageous intelligent electric automobile industry, which will drive other sectors of the automobile industry chain and finally enable the development of Western (Chongqing) Science City and Chengdu-Chongqing economic circle.
“The intelligent electric automobile industry is associated with other sectors of the automobile industry chain,” said Zhang, intelligent electric vehicles, as a mobile terminal, and a core node connecting and supporting the smart traffic, smart energy and smart city and integrating with them deeply, will provide a strong impetus for regional economic development.
Zhang noted that he could imagine the technological atmosphere and comfortable and livable environment in Western (Chongqing) Science City from the planning. Western (Chongqing) Science City is developing itself with higher standards, promoting the development of industries, gathering talent, and making itself a sci-tech innovation center with national influence.

“Developing Western (Chongqing) Science City with higher standards is an urgent need for Chongqing to improve its weak links in innovation,” Huang Ailong, a CPPCC National Committee member and vice-chairman of Chongqing Municipal Committee of Jiusan Society, and president of Chongqing Medical University, believes that it is a historic opportunity for Chongqing to develop and upgrade itself and a historic mission for the city in the new era.
In order to build Western (Chongqing) Science City into a sci-tech innovation center with national influence, Huang considers that Chongqing should make moderately forward planning for Western (Chongqing) Science City from four specific aspects, based on the national future development strategy.
In this regard, infrastructure including major research facilities and cross-platforms is the key. Huang explained that the big difference between construction and utilization of major research facilities and that of general scientific instrument equipment, together with inadequate integrated multidisciplinary development in Chongqing’s universities, make it difficult for Chongqing to manage and operate major research facilities at a high level.
To ensure more efficient use and wider sharing of major research facilities, Huang suggested studying in advance an operation and management mechanism suitable for the integrated, crossed, cutting-edge, and open major research facilities, so as to create more space for conducting more research.
