49 China - Singapore Cooperation Projects Settle in Liangjiang New Area

According to Liangjiang New Area, on September 9, under the China-Singapore Demonstration Initiative on Strategic Connectivity (CCI), a large number of projects have been signed and settled in this area in succession. As of now, 49 China - Singapore cooperation projects have been approved, with a total value of about USD 11.8 billion, making the area the core region of CCI.

Chongqing Research Institute established by The National University of Singapore

The National University of Singapore (NUS) will formally sign a contract to settle (Chongqing) Research Institute of the National University of Singapore (the Institute for short) in Chongqing.

As early as September 20, 2018, Liangjiang New Area signed a strategic framework agreement with NUS for co-building the Institute to construct high-end research and development platforms, high-tech industry incubation bases and education and training centers.

According to the agreement signed then, combining the NUS’s scientific research advantages with Chongqing’s demand for scientific and technological innovation, the Institute will provide intellectual support for crucial research development areas such as modern logistics, finance and financial risk management, information engineering and technology, advanced manufacturing and materials in an effort to boost ten strategic emerging industries in Liangjiang New Area.

The Institute will also set up high-tech industry incubation bases and introduce high-tech start-ups from Singapore and other developed regions, to provide platforms for the area’s development. Besides, the Institute is going to build education and training centers and develop high-level personnel training programs that support Chongqing in technical and management personnel in the process of industrial development.

New progress made in the construction of Sino-Singapore Multimodal Transportation Demonstration Base

With the cornerstone laying ceremony held on January 7, Sino-Singapore (Chongqing) Multimodal Transportation Demonstration Base has made progress recently. Its core area will complete the land right re-confirmation and re-certification in October when the investment attraction work will also be fully launched. The south square of Yuzui Freight Marshalling Yard is expected to start construction in 2020 to serve the Base.

The Base lies in the center of Guoyuan Port Yufu International Logistics Hub in Liangjiang New Area. After completion, it will rely on Guoyuan Port and Yuzui Freight Marshalling Yard to integrate transportation modes of water, rail, air, and road, build multimodal transportation logistics demonstration areas and supporting parks, and serve the development and opening-up of the western region together with China Railway Express, New International Land-Sea Trade Corridor and the Yangtze River Economic Belt.

Cooperation in medical, communication, aviation and other fields

Liangjiang New Area has vigorously promoted the signing and settlement of cooperation projects under the framework of CCI. In addition to the Institute and the Base, it has also joined hands with Singapore to build a high-end medical service system, in which the Raffles Hospital has opened on January 7.

As the first wholly foreign-funded hospital in Western China, the Raffles Hospital has combined high-end medical services with medical insurance, introduced direct payment service, and built a high-end medical service system featuring high-level of medical services, diversified insurance, convenient payment and integrated foreign-funded hospital, medical insurance, and foreign-funded medical insurance.

The China-Singapore (Chongqing), Dedicated Channel on International Internet Data, was approved for construction by the Ministry of Industry and Information Technology in this February. In the initial stage of its opening, the broadband of 260G was accessible in six parks including Chongqing Liangjiang New Area’s Digital Economy Industrial Park. It mainly served China-Singapore cooperation related enterprises that engaged in financial services, aviation, transportation & logistics, and information and communication technology.

Liangjiang New Area has also cooperated with Singapore, Italy, and Australia to build an international cooperation center. Moreover, with Xing Hui Liang Jiang Art Business Center as the carrier, it aims to create a window for international exchanges with frequent international economic and trade activities, gathered foreign enterprises’ information, foreign product and technology display, complete comprehensive services and prominent international image through introducing foreign chambers of commerce, industry associations, foreign service organizations, headquarters enterprises, etc.

Liangjiang New Area has raised USD 3.95 billion in cross-border financing from Singapore, promoted the construction of China-Singapore Financial Innovation Demonstration Base and introduced GLP Capital Holdings (Chongqing) Co., Ltd., and Trafigura Group Pte. Ltd.
