Chongqing Investment Promotion Association
Chongqing Investment Promotion Association, or CQIP, the designated agency and service institution and the window of Chongqing Municipal People’s Government to provide one-stop services for foreign merchants, is directly subordinate to Chongqing Foreign Trade and Economic Relations Commission, also a member of China Council for International Investment Promotion, China Association of Foreign Service Trades, and Beijing Foreign Enterprise Human Resources Service Co., Ltd. (FESCO). CQIP is mainly responsible for providing one-stop office services for Chongqing Municipal People’s Government, publicizing the investment environment of Chongqing, helping foreign enterprises that plan to set up companies and branches in the city, and promoting overseas investment environment to enterprises in China (including Chongqing) which seek overseas expansion. Meanwhile, it also provides foreign-invested enterprises in Chongqing and the local enterprises with all-round services in such aspects as human resources, international exchanges, enterprise fellowship, complaint coordination, and business agents, and life of foreign merchants.
In November 2008, CQIP and the Secretariat of Chongqing Association of Enterprises with Foreign Investment shared the office. Main responsibilities of Chongqing Association of Enterprises with Foreign Investment are to comply with the national guidelines, policies, laws and regulations encouraging foreign investment for opening-up and the implementation of the Western Development Strategy, make efforts to serve members and investors, guide the members to conduct lawful businesses, safeguard their legitimate rights and interests, enhance friendship and cooperation between members and mutual understanding between members and the government, promote members’ positive role in Chongqing’s economic and social development and international economic cooperation.

Yumaotong Foreign Trade Service Platform
Yumaotong Supply Chain Management Co., Ltd. (Yumaotong for short) is a wholly-owned subsidiary of Chongqing Foreign Trade and Economic Cooperation (Group) Co., LTD. (CFTEC). Relying on CFTEC’s global cooperation strategic resources and the credit standing as a state-owned enterprise (SOE), under the leadership of Chongqing Municipal Commission of Commerce, Yumaotong gives full play to the public service functions and bravely shoulder the responsibilities of SOEs. It is also responsible for the operation of Yumaotong Foreign Trade Service Platform under the “3+N” mechanism, providing a package of free foreign trade services and integrated supply chain management services of domestic and foreign trade for micro, small and medium enterprises in the city, and doing its best to boost Chongqing’s foreign trade economy.

Yukuaiban, a mobile government service platform officially launched by Chongqing on November 21, has launched the first batch of 315 services the public most concerned about, including certificate and license-related services of the ID card, social security card, marriage certificate, and practicing certificate for community legal services, as well as 16 kinds of high-frequency services closely related to the production and life of enterprises and the masses involving the provident fund, medical and health care, educational training and livelihood services, such as social security insurance information, provident fund inquiry and payment, etc. Integrating more than 3,600 government data resources of 58 operating departments, it can provide one-step whole-process online services of consultation, handling, inquiry, and evaluation. The “Internet + Government Services” Command Center located in the General Office of Chongqing Municipal People’s Government will follow up and supervise the whole process of each approval service online to ensure its convenience and efficiency for the public.
