Chongqing's Customs Declaration Volume via "Single Window" Ranks First in Midwest China

Chongqing- Over a little more than a year, the data shows that accumulated customs declarations of Chongqing through “Single Window” exceeded 1.8 million, ranking the first in Midwest China. Moreover, among them, about 510,000 came from China’s coastal areas.

The large amount lies in the efficiency of China (Chongqing) International Trade Single Window, which reduces to only 10 seconds from previous regular 45-50 minutes.

"Now, we can proudly say that the 'Single Window' has become the main channel for the declaration of international trade business in our city. Additionally, it has become an important platform for gathering trade flows, cultivating industrial advantages and expanding external services. It is an important symbol for Chongqing being a pioneer of opening-up in hinterland China." Said Nie Hongyan, Director of the Port and Logistics Office of Chongqing Municipal People’s Government.

 Platform for trade facilitation

Through the integration of the declaration reform, the “Single Window” merged the customs declaration and the inspection form into one. In that way, 229 items have reduced to 105 items, 74 accompanying documents have been consolidated into 10 items, and 102 items of supervision documents have been simplified to 64 items.

“Single Window” has become the main channel for Chongqing's international trade declaration. Furthermore, it has become a token of the city's being a pioneer of opening-up in hinterland China.

The clearance platform for trade facilitation realizes the convergence of data stream and business flows. Moreover, it is deeply affecting the production mode of the real industry.

In addition, the platform integrates 54 systems in 22 relevant parties involving international trade in Chongqing. Moreover, it brings together a total of 25.19 million pieces of information in 11 categories

Big events 

In 2017, the World Trade Organization (WTO) officially entered into the Trade Facilitation Agreement (TFA), explicitly requiring its members to simplify customs clearance procedures and reduce customs clearance fees by establishing a “single window”.

China (Chongqing) International Trade Single Window successfully completed the first declaration of the certificate of origin for the national platform on August 2, 2017.

On October 31, 2017, after five months of trial operation, China (Chongqing) International Trade Single Window was launched.

March 6, 2018 witnesses China (Chongqing) International Trade Single Window being the first in the country to realize online payment business.

The same year, on August 22, Chongqing successfully dealt with the declaration of the air transport vehicle for China International Trade Single Window.

About WTO Trade Facilitation Agreement

Article 10.4 of the WTO  TFA calls for the Member States to endeavor to establish or maintain a single window, which enables traders to submit documentation and/or data requirements for importation, exportation, or transit of goods through a single entry point to the participating authorities or agencies. After the examination by the participating authorities or agencies of the documentation and/or data, the results shall be notified to the applicants through the single window in a timely manner.”
