According to a news press on September 5, Chongqing has enabled One Netcom Office online and One Window Acceptance offline services for entrepreneurs to register new companies and complete the procedures within three workdays, which has been reduced from the 8.5 workdays required by the State Council.

In the first eight months this year, a total of 84,000 enterprises were established, representing 10.22% of the total number of enterprises in the city.

One Netcom Office and One Window Acceptance

Following the Notice on Improving the Convenience for Registering New Enterprises (YFBF [2019] No. 5) by Chongqing Municipal Government in January, all-district and county administrative service halls in Chongqing has set up comprehensive service windows for enterprise registration, providing a one-off service for registration, official seal releasing, invoice issuance and bank account opening. Entrepreneurs don’t have to take time to complete these procedures in several different places anymore.

The One Netcom Office platform was established online on April 1. Hence, it has allowed entrepreneurs to complete the above procedures online on “one-stop.” By the end of August, a total of 31,800 enterprises have been set up via this platform, accounting for 71.12% of the total number of new enterprises established in the same period.

Since July 2018, five districts, including Jiulongpo and Yubei, have developed a pilot reform on companies’ application for the company names. The previous prior approval system was canceled, and the application was incorporated with the company registration procedures. Since August, this application system has been implemented in all districts and counties in Chongqing. All enterprises, individual businesses, and farmers’ specialized cooperatives are no longer required to apply for such prior approval. The market admittance threshold is thus lowered effectively.
