Chongqing Liangjiang New Area (FTZ) People's Court Unveiled

 The unveiling ceremony of the Chongqing Liangjiang New Area People’s Court and Chongqing Pilot Free Trade Zone People’s Court, hereinafter referred to as the Chongqing Liangjiang New Area (FTZ) People’s Court, took place in Southwest China's Chongqing Municipality on December 24, 2018.

Chongqing Liangjiang New Area (FTZ) People’s Court has three historic missions

As China’s first specialized court covering the entire pilot free trade zone, Chongqing Liangjiang New Area (FTZ) People’s Court adopts the system of “one institution with two names”. Moreover, it shoulders three historic missions. They are exploring judicial reform, boosting regional development, and serving the overall interests of the country.

Thanks to the national strategies such as the China Western Development, the “Belt and Road” Initiative and the development of Yangtze River Economic Zone, the Court has also acquired precious development opportunities.

Established on April 1, 2017, China (Chongqing) Pilot Free Trade Zone (CFTZ) covers a part of seven administrative districts, including Jiangbei District, Shapingba District, Beibei District, Yubei District, Yuzhong District, Jiulongpo District and Nan’an District. Cases involving in CFTZ were administered by corresponding primary courts.

Chongqing High People’s Court issued the first batch of typical cases of judicial protection on the CFTZ on November 14, 2018.

Chongqing Liangjiang New Area (FTZ) People’s Court has finally defined its jurisdictional limits

After several rounds of discussion and research, Chongqing Liangjiang New Area (FTZ) People’s Court has finally defined its jurisdictional limits, including commercial cases at first instance, which involve investment, trade and finance in CFTZ; the first-instance intellectual property rights (IPR) civil cases with the value of the subject matter of litigation below RMB 5 million in the area under the jurisdiction of Chongqing No. 1 Intermediate People’s Court; the first-instance foreign-related commercial cases with the value of the subject matter of litigation below RMB 10 million in Chongqing. Moreover, Chongqing No. 1 Intermediate People’s Court serves as the appellate court.

Chongqing Liangjiang New Area (FTZ) People’s Court always strives to advance construction with high goals, standards and efficiency. Its excellent team members with various fields such as commercial trial, IPR judgment, and foreign-related trial. It consists of 68 enrolled judiciary police, including 33 judges at an average age of 32.5. Postgraduates and above account for 73%. Additionally, 67% of the team graduate in or possess the experience in civil and commercial law, economic law, international law, private international law and international trade law.

Chongqing Liangjiang New Area (FTZ) People’s Court is committed to judging in a professional, international and intelligent way. In addition, it will make continuous innovation in the trial mechanism for CFTZ-related cases, implement the judicial responsibility system and explore comprehensive supporting reforms. Based on these measures, it aims to create a first-class and law-based business environment with internationalization and facilitation. Moreover, it also to provide stronger judicial services and guarantee for the reform and opening-up of Chongqing in the new era.
