On the morning of March 7 during the second session of the 13th NPC, the Chongqing Delegation met the press again. The third news conference focused on “Development and Application of Big Data Intelligence” during China's two sessions. Yang Fan, Deputy Director of Chongqing Big Data Application and Development Administration, attended the meeting. And she accepted the interview on how to boost Chongqing’s development of big data and technologies.

Yang Fan said Chongqing held the first Smart China Expo last August. It is a showcase of the latest achievements in the global development of Big Data Intelligence. At the Expo, participants exchanged their experience, which facilitated the technological innovation and achievement transformation in intelligent industries. There were 537 domestic and foreign exhibitors, with an exhibition area of 186,000 square meters, topping the list of counterparts. And the total number of visitors reached over 630,000.

Administration guideline

“To develop Big Data Intelligence industries, Chongqing has established the municipal big data application and development administration,” said Yang Fan.

The unveiling ceremony of the Administration opened last November. 18 counties/districts in Chongqing has set the government-administered big data development bureau. Moreover, 20 counties/districts have divided the functional divisions of big data. “There are clear functional divisions at different levels in Chongqing to promote the development of big data.”

Fast financing in Chongqing

On January 17 this year, Chongqing launched a service platform called “Yu Kuai Rong” (literally fast financing in Chongqing). It covers 22 million pieces (1,242 items in 105 categories) of data of 26 municipal sectors and organizations in Chongqing. Therefore, this platform is equivalent to a database for a number of enterprises. Yang Fan also provided the latest data. “During over one month after the launch, the platform handled 94% of financing application. Enterprises obtained a total financing fund of RMB 300 million, and March may see an increase to RMB 1 billion. Chongqing strives to raise the number to RMB 10 billion by the end of this year.”

According to her introduction, the Administration will continue to focus on building a smart city. Based on that, it aims to improve the convergence of and the analysis on urban big data. Another goal is to expand the application services of a smart city. Chongqing will also accelerate the construction of a new smart city, and create a favorable environment for application and development. There will be a growing number of enterprises and citizens knowing and using the series of “Yu Kuai Plus”. And it will become increasingly convenient.
