Opening-Up Action Plan 1: Expanding Channels to Support the Inland International Logistics Hub

 The Action Plan for Chongqing to Pioneer in Opening-Up in Inland China and Serve the Belt and Road involve five aspects -  channels for opening-up, opening-up platforms, open ports, open market entities and an internationalized and enabling business environment based on the rule of law. And this is about expanding channels for opening up to support the inland international logistics hub construction.

Channels for opening up are an indispensable foundation and support to opening up. This part highlights the construction of large channels, accelerating and optimizing comprehensive international logistics network, promoting the construction of channels to other provinces and foreign countries in an all-dimensional way, exploring a sustainable development mechanism for building channels for opening up, and striving to develop channel economy, hub economy and the support for international logistics hub in inland China.

By 2022, Chongqing is targeted to realize the total international logistics volume of over 12 million tons and the total container throughput of 2 million TEUs through these channels.

Optimize the system of channels for the opening-up

Specifically, Chongqing will first optimize the system of channels toward the four directions.

To the east, it will push forward the Navigation Channel Improvement Project of the Yangtze River, standardize ships and boats, promotes exclusive ships for foreign trade containers, intensify the Chongqing-Ningbo rail-sea multimodal trains, and accelerate the river-side railway construction. To the west, it is striving to expand the functions of China-Europe freight trains, ensure the stability of regular trains while improving their quality, thus promoting other related industries. To the south, it will further develop the New International Land-Sea Trade Corridor (ILSTC) in Western China, implement the Master Plan for the ILSTC, optimize the construction operation mechanism, strengthen infrastructure construction, and boost the quality and efficiency of channel logistics. To the north, Chongqing will ensure the operation of “YUMANE” (Chongqing-Manzhouli-Russia) trains, adopt the experience and techniques of China-Europe freight trains in its promotion, strengthen the cooperation with customs departments of Manzhouli, and better organize goods supplies along the routes.

As for air transport, Chongqing is taking efforts to build itself into an international aviation hub. It will build the terminal T3B and the fourth runway of Jiangbei International Airport and start the preliminary study of a second aviation hub.

In terms of inter-provincial channels, it will advance the construction of “米”-shaped high-speed railways and expressways, thus intensifying the connectivity with the neighboring regions.

To expand the communication and information channels, it will speed up the national internet backbone directly-connected point construction, optimize its function, further develop inter-provincial connectivity, and expand the broadband capacity.

Build a multimodal transport system

Second, Chongqing will build the multimodal transport system by combing railway, road, water, and air.

On the one hand, it will realize the connectivity of the existing channels for opening up, for example, accelerating to build the connecting routes of railways, roads, important ports, logistics parks, and industrial parks, and enabling railways and high-level roads to reach related ports, stations, and parks; on the other hand, it will build on the existing logistic channels and speed up the advance of various multimodal transport system, thus exploring to develop itself into an international multimodal transport hub.

Meanwhile, Chongqing is striving to develop various multimodal transport systems: Based on hub-type and specialized ports including Guoyuan Port, it will build Upper Yangtze River Shipping Center; on the basis of Lanzhou-Chongqing Railway, Chongqing-Guiyang Railway, Chongqing-Huaihua Railway, and Xiangyang-Chongqing Railway, it will optimize the technical standard system for land container transport. Besides, the city will build on the Nanpeng Highway Logistics Base to realize cross-border road transport and land-ocean transportation to countries and regions along the 21st Century Maritime Silk Road. As for air transport, in Jiangbei International Airport, it will support airline companies to open truck flights to develop truck-air-truck transportation.

Chongqing will explore to build itself into an international multimodal transport hub, perfect the operation mechanism for this hub, integrate regulation resources and optimize the service process.

Rely on four hubs

Furthermore, it will rely on the four hubs of Tuanjie Village, Jiangbei International Airport, Guoyuan Port, and Nanpeng Highway Logistics Base to carry out international procurement, distribution, transit and settlement of import and export goods.

It will also build an international logistics distribution center in inland China combining the functions of storage, distribution, collection & allocation, trans-shipment, connection, and simple processing, thus forming a build-up effect with the channel logistics.
