Opening-Up Action Plan 3: Improving Open Ports

The Action Plan for Chongqing to Pioneer in Opening-Up in Inland China and Serve the Belt and Road involve five aspects-channels for opening-up, opening-up platforms, open ports, open market entities and an internationalized and enabling business environment based on the rule of law. This is about improving open ports to promote interactive development between ports and industries.

Port is the “gateway” for opening up to the outside world, especially for foreign trade. This action includes such measures as optimizing the allocation of port resources, improving the mechanism for port development and the port service capacity and expanding the port radiation, thus promoting the interactive development between ports and industries, as well as the agglomeration and flow of people, logistics, capital, and information.

The goal is to preliminarily build Chongqing into a port pioneer with a “complete port system, complete functions, and supporting facilities, high clearance efficiency, excellent service environment, and strong agglomeration and radiation” by 2022, and strive to open up five ports in Chongqing.

Optimize the port layout

The first part of the action is to optimize the port layout and add ports opened to outside.

Specifically, efforts will be made to complete the work of expanding the opening-up of Guoyuan Port in Chongqing Port, start the preparatory work for the opening of Wanzhou Port and Fengdu Port in due course, promote the conversion of Tuanjie Village Railway Port and Wanzhou Airport from temporary opening to formal opening, strive for the orderly establishment of customs agencies and border inspection agencies in eligible districts, counties and autonomous counties, and expand the functions of ports.

Improve port services

The second part is to improve port services.

Efforts will be made to enhance the customs clearance capacity, with the goal of reducing the over clearance time by over half in 2020, compared with 2017, and optimize the comprehensive service environment of ports, with the purpose of carrying out “one-stop” enterprise customs certification procedures and covering 24-hour clearance service in all the open ports.

Build smart ports

The third part is to improve the port level. Next, Chongqing will actively build smart ports by promoting the application of “non-invasive inspection”, “intelligent identification” and “centralized image review”, deepening the use of big data technology in such business processes as port operation risk analysis, enterprise credit evaluation and macro decision-making, and promoting the intelligent and dynamic space display of port logistics chain through spatial geographic information technology.

Moreover, Chongqing will take moves to deepen international and domestic customs clearance cooperation, such as implementing national customs clearance integration, increasing the participation in customs clearance between inland areas and coastal and border areas. It will focus on the construction of China Railway Express (Chongqing) and ILSTC. It will also take full advantage of cooperation projects such as China-EU AEO recognition, China-Singapore AEO recognition, and EU – China Smart and Secure Trade Lanes (SSTL) to explore a mechanism for international customs clearance cooperation in information exchange, mutual recognition of supervision and mutual assistance in law enforcement. In addition, efforts will be made to strengthen the connectivity with neighboring countries and regions to promote coordination of standards and scopes of cross-border transport such as railways and enhance the connection of international transport rules to encourage the “one-stop” transport of goods with ASEAN.
