Singaporean Delegation Very Impressed by SW China's Chongqing

Chongqing - A Singaporean delegation visited Southwest China's Chongqing Municipality on October 14, 2019. The delegation expressed their impressions on Chongqing. They praised Chongqing as knowing the empowerment of industrial ecology by Feixiang Industrial Internet Corporation, widening its friends’ circle of the New International Land-Sea Trade Corridor, and working to open a new chapter of the China Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI).

Singaporean delegation visited Chongqing

Mr. Heng Swee Keat, Deputy Prime Minister and Minister for Finance of the Republic of Singapore, led a delegation to Chongqing to discover the intricacies of the implementation and progress of the CCI. They visited Feixiang Industrial Internet Corporation, Guoyuan Port International Multimodal Transport Hub & China-Singapore (Chongqing) Multimodal Transport Demonstration Base, and the construction site of China-Singapore (Chongqing) Multimodal Transport Demonstration Base core area.

Many meetings are scheduled to be held on October 15th, including the 15th China-Singapore Joint Council for Bilateral Cooperation Meeting, the 20th China-Singapore Suzhou Industrial Park Joint Steering Council meeting, the 11th China-Singapore Tianjin Eco-City Joint Steering Council meeting, and the third China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity Joint Steering Council meeting.

Other participants from the Singaporean side were Mr. Masagos Zulkifli, Minister for the Environment and Water Resources, Mr Ong Ye Kung, Minister for Education, Mrs. Josephine Teo, Minister for Manpower and Second Minister for Home Affairs, Mr. Desmond Lee, Minister for Social and Family Development and Second Minister for National Development, Ms. Sim Ann, Senior Minister of State, Ministry of Communications and Information and Ministry of Culture, Community and Youth, Mr. Edwin Tong, Senior Minister of State, Ministry of Law and Ministry of Health, Mr. Sam Tan, Minister of State, Ministry of Foreign Affairs and Ministry of Social and Family Development, and Mr. Stanley Loh, Ambassador to the People’s Republic of China.

Representing Chinese were Hong Xiaoyong, Chinese Ambassador to Singapore, Ren Xuefeng, Deputy Secretary of the CPC Chongqing Municipal Committee, and Wu Cunrong, Member of the Standing Committee of the CPC Chongqing Municipal Committee and Executive Vice-Mayor of Chongqing Municipality.

Empowering industrial ecology

The Singaporean delegation came to Feixiang Industrial Internet Corporation in Nan’an District. Co-founded by the China Center for Information Industry Development (CCID) Research Institute, Ali Cloud Computing Co., Ltd, and the Chongqing Nan'an District People’s Government, Feixiang is a world-leading operating enterprise as an industrial internet platform in terms of three core technological capabilities-cloud computing, big data and Internet of Things, and more than 2000 IoT application solutions.

“What sectors is the industrial internet widely applied to? What guarantees can enterprises get? How can we transfer the surplus labor force?," asked the Singaporean delegation, and the Feixiang director answered them one by one. Moreover, according to the director’s introduction about the company’s businesses and operating model, Feixiang utilizes the industrial internet as its core technology and provides one-stop solutions for smart manufacturing covering different industries and sectors. It empowers the industrial ecology and helps to complete smart upgrading and transformation.

In addition, Feixiang worked with Infocomm Media Development Authority (IMDA), Chongqing Economy and Informatization Commission, and China Center for Information Industry Development (CCID) and held the China-Singapore Industrial Innovation Application Competition starting from this May. A Singaporean enterprise won the Second Prize. Feixiang director hopes more Singaporean enterprises come to Chongqing for further development through projects and cooperation between enterprises.

How does the Feixiang platform empower manufacturing workshop? At the model digitalized workshop, a Singaporean delegator tried to customize a souvenir vial mobile terminal. After the order was sent to the corporate information management system, relevant production and processing were started via the production management system. It took about six minutes for the Singaporean delegator to get the customized crystal souvenir of the Chongqing Great Hall of the People. When the delivery was done, the delicacy and production speed of the token won a lot of praise.

Then at the Guoyuan Port, the Singaporean delegation understood about the “1+3” International Multimodal Transportation System of Chongqing and suitable environment on the port, policy, and industry.

Located in Liangjiang New Area and depended on Guoyuan Port and Yuzui Railway, China-Singapore (Chongqing) Multimodal Transport Demonstration Base serves as a model, operating park for multimodal logistics with supporting facilities, integrating transport ways-waterway, railway, by air and highway.

In front of the exhibition board about the New International Land-Sea Trade Corridor (ILSTC), the Singaporean delegation praised that the ‘Friends’ Circle’ of the ILSTC is widening when reading the latest news on the signed agreement of 12 provinces and autonomous regions in Western China, Hainan Province and Guangdong Zhanjiang in southern China to jointly construct ILSTC.

ILSTC under the framework of the CCI is an important strategic corridor to link the Belt and Road as well as the Yangtze River Economic Belt. At the end of the video on Chongqing’s all-around opening-up for the new area and pacing up to be a pioneer of opening-up in hinterland China, the screen read that “Door of opening-up will not be closed and will only open even wider.” After watching the video, the Singaporean delegation walked through doors to the observatory platform to have a panoramic view of the Guoyuan Port.

Expecting a new chapter of the mutually-beneficial and win-win CCI

The Singaporean delegation also visited the exhibition hall of the China-Singapore Multimodal Transport Demonstration Base core area to know about the overall situation of channel connection, functional layout, and project process.

In September 2016, the CCI Joint Implementation Committee decided to take the China-Singapore Multimodal Transport Demonstration Base as an essential project in the transport and logistics sector. This October, the first phase design of the China-Singapore Multimodal Transport Demonstration Base completed, and it is anticipated that construction will start at the beginning of next year.

The Singaporean delegation expressed that the CCI demonstrated China’s decision for widening opening-up and that the Singaporean side will work with China to give a full play of respective advantages to enhance both countries’ economies and bring benefits for both peoples. The delegation expects a new chapter of mutually-beneficial results from the CCI.
