Chongqing Highway Logistics Base was established in July 2009 in Banan District, Chongqing. It was designed to serve as an international trade logistics center of Chongqing, a vital carrier of New International Land-Sea Trade Corridor (ILSTC), a hub for highway logistics in Chengdu-Chongqing economic circle, and a headquarters base for ASEAN trade in services. It enjoys many identities, such as a state-level highway logistics hub, a key node of ILSTC, a new town for trade logistics in southern Chongqing, one of the city's "1+3" international logistics distribution centers, and a smart goods distribution center for cross-border e-commerce in Chongqing. Besides, the Base has been designated as a key logistics park, a special industrial park of trade-in service, and a demonstration zone of modern logistics distribution of Chongqing, and a demonstration zone of transportation and logistics of China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI).

The long-term and short-term planning areas of Chongqing Highway Logistics Base are about 45 square kilometers and 30 square kilometers respectively. Currently, it covers an area of around 12 square kilometers and has attracted 68 leading companies, including JD.com, China South City, SF Group, and STO Express, and 28 projects put into operation. The Base has generated over 250 billion yuan (about 38.6 billion U.S. dollars) worth of transactions and paid roughly 5.8 billion yuan in taxes, revealing remarkable achievements in development.

It has shaped a pattern incorporating e-commerce, international trade, professional markets, and integrated modern logistics clusters.

  1. Integrated logistics clusters. The Base builds an efficient modern logistics service system with fast, punctual, and diverse regional goods distribution services, relying on such logistics projects as JD Logistics, Manbang Group Southwest China Operating Center, Highway Transportation Nanpeng Logistics Park, Global Logistic Properties (Chongqing) Urban Logistics Center, CIMC Highway Logistics Center, Dingrun Logistics Western China Highway Logistics Distribution Center, New Era Lubricant Western China Logistics Center, Fengwu Logistics Distribution Center, and Yuyun Group Cold Chain Logistics Distribution Center.

It has already introduced (27) projects, completed construction of about (620,000) square meters with (290,000) square meters coming into service, finished around (4 billion) yuan of investment, achieved roughly (32.4 billion) yuan worth of transactions, and paid about (1 billion) yuan in taxes. By (2021), the trading volume is expected to reach (20 billion) yuan and the tax payment (200 million) yuan.

  1. Professional market clusters. Relying on leading companies in professional markets, such as China South City, Xiexin Auto Park, Chongqing Iron Cock Trade Center, and Chongqing Automobile Valley, the Base develops logistics clusters for special professional markets encompassing industrial raw materials, electronic information products, and home appliances, hardware mechanical and electrical products, automobiles, motorcycles and spare parts, home building materials, steel and metal products, etc.

It has already introduced (22) projects, completed construction of about (2.69 million) square meters with (820,000) square meters coming into service, finished around (15.4 billion) yuan of investment, achieved roughly (41.2 billion) yuan worth of transactions, and paid about (1.2 billion) yuan in taxes. By (2021), the trading volume is expected to reach (30 billion) yuan and the tax payment (500 million) yuan.

  1. E-commerce clusters. Projects, including JD.com E-commerce Industrial Park, SF E-commerce Industrial Park, Alibaba New Retail, and BOX WAY Chongqing International E-commerce Industrial Park, support the Base to further introduce and develop e-commerce logistics clusters, promote in-depth integration of professional markets with e-commerce, build a commodity trading market system featuring co-existence of and interaction between online and offline channels and combination of domestic and foreign trade, and grow a national e-commerce demonstration base.

It has already introduced (10) projects, completed construction of about (300,000) square meters with (220,000) square meters coming into service, finished around (2.8 billion) yuan of investment, achieved roughly (166.7 billion) yuan worth of transactions, and paid about (3.6 billion) yuan in taxes. By (2021), the trading volume is expected to reach (65 billion) yuan and the tax payment (1.3 billion) yuan.

  1. International trade clusters. Helped by Nanpeng Highway Bonded Logistics Center (Type B), Chongqing-ASEAN International Logispark, and Chongqing-ASEAN Regular Lorry, the Base prioritizes such international logistics businesses as bonded warehousing, international distribution, purchasing, and transferring, and cross-border settlement. It expands the imported/exported goods markets from Chongqing and surrounding provinces to Southeast Asia, to build a cross-border transportation network covering the Indo-China Peninsula and an ASEAN international goods distribution center.

It has already introduced (32) projects, completed construction of about (160,000) square meters with (66,000) square meters coming into service, finished around (760 million) yuan of investment, imported/exported roughly (15 billion) yuan worth of goods, and paid about (380 million) yuan in taxes. By (2021), the value of imported/exported goods is expected to reach (5 billion) yuan and the tax payment (130 million) yuan.

From its inauguration on April 28, 2016, to June 30, 2021, Chongqing Highway Logistics Base witnessed 6,667 trucks transported 15,001 TEUs, which weighed 104,600 tons and were valued at 3.904 billion yuan.

In 2016, 2017, 2018, and 2019, 106, 200, 619, and 1,252 trucks transported 1,558-ton, 1,526-ton, 5,206-ton, and 16,559-ton goods worth about 37.36 million yuan, 217.65 million yuan, 611.13 million yuan, and 642.9 million yuan, respectively. In 2020, the number of trucks totaled 2,824, which transported 6,354 TEUs weighing 50,300 tons and valued at 1.397 billion yuan.

From January 1 to June 30, 2021, a total of 1,666 trucks transported 29,400-ton goods worth about 997 million yuan, up 70%, 79%, and 107% year on year, respectively.
