The Chongqing Delegation met the press on March 6 during the two sessions in Beijing. During the event, Chen Min’er, Deputy to the National People’s Congress and Secretary of CPC Chongqing Municipal Committee, took questions. He has mentioned many times that Chongqing’s economy has shifted from rapid growth to high-quality development. Citizens can then enjoy a high-quality life. How to promote high-quality economic development and how to improve the well-being of citizens? This is what Chongqing will do.

Chongqing has maintained a double-digit increase for over a decade, yet its growth rate of the economy has slowed down -there are various reasons for this. One is the periodic changes in market needs, and the other goes to the accumulated structural contradictions.
It is hard to sustain the high-speed economic growth mode in the past. Therefore, boosting high-quality development is an irresistible trend, and an imperative as well.
Although some of Chongqing’s economic indicators are decreasing, the trend of high-quality development still remains up. As new drivers of growth increase, the value added of strategic emerging industries and high-tech industries had reached 14.5% and 14%.
With the optimization of the tertiary industry, the service industry enjoys a sound growth momentum. Its proportion has exceeded that of the secondary industry.
Since the employment indicators, opportunities and quality have trended up, there are more and more jobs.
Furthermore, Chongqing has also achieved continuous improvement in the ecological environment.

Chongqing Science and Technology Bureau: Chongqing will add RMB one billion this year to support scientific and technological innovation. It will also plan and construct the Chongqing Science City with high standards.
Market Supervision Administration of Chongqing Municipality: It schemes to promote the “Internet+registration” service for “handling procedures in one visit” or even “zero-visit” from application to licensing.
Chongqing Municipal Human Resources and Social Security Bureau: High-level talents introduced by private enterprises may enjoy many preferential policies. They include relocation subsidies, post allowance, individual income tax incentives, and deed tax incentives.
Chongqing Economic and Information Technology Commission: This year, Chongqing will promote intellectualized renovation of 1,250 enterprises to better energize the manufacturing sector by the information industry.
Chongqing Municipal Tax Service, State Taxation Administration: Tax authorities at the district and county levels will set up a leading group to cut taxes and administrative fees.
In the face of great downward economic pressure, what is most significant is to maintain strategic focus.
We should never go back to the old ways just because of temporary setbacks or difficulties.
We need to stay confident and keep awake, to promote innovation. Additionally, the focus should be on deepening the supply-side structural reform and developing big data and smart technology.
Chongqing will hold the second Smart China Expo, so I hope you will give more attention to it.
The improvement of citizens’ well-being is a reflection of the people-centered development idea. And the essence is to satisfy people’s increasing demand for a better life.
There is a close relationship between the promotion of high-quality development and the improvement of citizens’ well-being.
High-quality development and life serve as the reciprocal impetus to each other.

Improving the well-being of citizens is a step-by-step process, with different living demands and quality at different stages.
Therefore, we should combine with actual development and follow the rules to do our best according to our capabilities. Year-by-year efforts should be made to achieve step-by-step progress. Furthermore, we cannot be over-optimistic and making promises we cannot keep.
Chongqing Civil Affairs Bureau: This year, Chongqing will build 400 community service stations and 40 city-level model community service centers for the aged.
Chongqing Environmental Protection Bureau: The number of days with good air quality will remain above 300.
Chongqing Municipal Commission of Housing and Urban-Rural Development: It plans to start construction of more than 10,000 public parking spaces this year. In this way, it can ease parking difficulties in schools, hospitals, and old residential areas.
Chongqing Municipal Medical Insurance Bureau: Chongqing has brought the outpatient medication for hypertension and diabetes mellitus into the scope of reimbursement.
Chongqing Office of Poverty Alleviation and Development: It will build 18 villages and towns in deep poverty into “Internet towns”.
Chongqing Municipal Human Resources and Social Security Bureau: Chongqing will create 600,000 new urban jobs this year.
Chongqing Traffic Bureau: It will strive for the commencement of high-speed railways connecting Chongqing with Kunming, Wanzhou, as well as Xi’an. It will also renovate the Chongqing Railway Station and the South Square of Chongqing Bei (North) Railway Station.
It is determined to orderly advance the preparations of the construction of the terminal T3B and the fourth runway.
Before this September, it will cancel 5 interprovincial toll stations between Chongqing and Guizhou. Additionally, it will also cancel 5 ones between Chongqing and Hubei as well as between Chongqing and Hunan next year.
First of all, we need to hold the bottom line in the following two aspects.
The first is the rural poor population. They can suffer no shortage of food and clothing and have access to compulsory education, basic healthcare and safe housing.
Moreover, the other goes to urban residents with financial difficulties. For this group, we should continue to improve guarantee standards and assistance levels.
In addition, Chongqing should focus more on the following three aspects. Children’s education comes first. We will provide more high-quality educational resources for them. The second is the employment of young people. What the government should do is to offer jobs and related training services. The last one is elderly care. To solve the problem, we need the market supply as well as the public services from the government.
Last but not least, we should develop an urban and rural environment.
“Chong” consists of two Chinese characters—“Qian” and “Li” (referring to “thousands of miles”); “Qing” is composed of “Guang” and “Da” (meaning “wide world”). A tour in Chongqing, a gain in vision.
