Twenty-five new services for talent cardholders are being launched. Available online, via a telephone helpline, and on Wechat and soon on the Yukuaiban platform, the services offer support in personal and professional life for talented international professionals residing in the municipality.
Services scope
Chongqing currently provides a one-stop service platform for international talent classified as having the outstanding ability (A-level), whilst districts counties, and organizations such as the administrations of the Liangjiang New Area Chongqing high-tech zone provide their own service platforms to holders of both A and B talent cards.
Expanding services for leading talents
There are currently 7,555 talent cardholders, including 2,613 municipal cards A holders and 4,942 district and county card B holders. In the future, Chongqing will expand the scope of services for top talents including Tianfu Academician card holders residing in Chengdu.

Chongqing will boost systems for matching key talent with roles, provide support, and source new talent. It will bring in big data, deliver tailored services with a specialist team and aim to continue to grow leading talent in the municipality.

重庆人才服务开启3.0版本 四种渠道提供25项服务
我市人才服务已升级至3.0版本，可通过电话、网站、微信、平台四种方式，为持卡人才提供25项服务。下一步，重庆将全力推动重庆英才“渝快办”驶入快车道，在服务范围、服务内容、服务对象、服务深度等多个方面拓展人才服务。
范围拓展：构建三级人才服务体系
目前，我市已建有一个市级服务平台——重庆市高层次人才一站式服务平台，为持有重庆英才A卡的人才现场办理相关人才服务。同时，全市38个区县(自治县)、两江新区、重庆高新区、万盛经开区也建有人才服务平台，为持有重庆英才A卡、B卡的人才现场办理相关人才服务。
对象拓展：“塔尖”人才“应入尽入”
截至目前，全市累计发放英才卡7555人(其中市级A卡2613人、区县B卡4942人)，共为人才提供服务14.5万人次，其中市级服务占42%，区县服务占58%。今后，重庆将逐步扩大服务范围，推进“塔尖”人才“应入尽入”，“塔基”人才根据情况纳入市、区县(自治县)重庆英才服务范围，争取将紧缺产业人才和享受国务院特殊津贴专家纳入重庆英才服务范围，同时，将天府院士卡、天府英才A 卡纳入重庆英才服务“渝快办”范围。
内容拓展：政务服务向市场化延伸
“自去年5月《重庆市英才服务管理办法》实施以来，我们持续优化服务事项，由9项上升为17项后，又新增至25项。”市人力社保局相关负责人透露。这25项服务包括科技咨询、科技资源使用、知识产权、职称评审、岗位聘用、项目申报、企业注册登记、税费优惠、税费办理、契税补助、金融支持、住房保障、公积金提额、贷款利率优惠、人才公寓入住、医疗服务、健康体检、户籍服务、出入境服务、休假疗养、学术交流、旅游服务、交通服务、子女(孙子女)入(转)学(托)服务、配偶(子女)就业等，均为公共服务。此外，在强化公共服务基础上，重庆还将推出市场化服务，首批推出人力资源服务、家政服务、租房服务、非学科类培训机构等13项服务指引。
深度拓展：人才和政策智能匹配
下一步，重庆将推进人才评估智能化建设，开展人才测评，实现平台智能匹配对应人才所属类别，主动推送成长支持政策和岗位(项目)，向人才直观、便捷地提供最优方案。同时为人才精准画像，主动发现人才价值，为人才找准自身在行业、领域的发展定位提供参照。用大数据平台充分挖掘利用好人才价值，用专员队伍实现贴心式服务。用优质的服务营造“近者悦、远者来”的人才发展环境，让各类人才引得进、留得住、用得好，为全市经济社会发展聚智献力。
