Chongqing: Optimize Business Environment with a Series of Reforms

On May 19, 2021, the "Implementation Plan for Optimizing the Business Environment in Chongqing by Deepening the Reform of "Management and Service" in 2021" was released. A detailed "task list" was drawn up around three aspects, including creating a convenient market environment.
Creating an efficient government environment
 
A set of data can reflect the sense of access to market subjects: in 2020, Chongqing added 505,300 new market subjects, an increase of 9.4% year-on-year, and the added value of the private economy accounted for 59% of the regional GDP.
In recent years, Chongqing has comprehensively implemented the online "one network to do", and built the "Yu Kuai Ban" government service platform that runs through the national, city, district, county, township, village, and community levels, and up to now, the cumulative number of registered users exceeds 20 million, and the volume of transactions exceeds 170 million. The proportion of "most run once" for municipal administrative licensing matters is over 99%, and the proportion of matters that can be done online is over 95%. The first batch of 95 "Chuangyu Tongzuo" service matters have been realized through the entire network.
At the same time, Chongqing also deepened the offline "one window integrated office", and the proportion of "one window integrated office" windows set up and matters stationed in each district and county government service hall exceeded 80%, reducing the average approval time from 14.2 days in 2017 to 3.28 days. To ensure the effectiveness of government services, the city implemented a "good and bad evaluation" system, with a 100% correction rate and return visit rate for bad evaluations.
Creating a convenient market environment
 
It is understood that Chongqing has implemented tax and fee reduction policies and "one enterprise, one policy" to support key private enterprises to alleviate their difficulties, which has reduced the burden of enterprises by more than 100 billion yuan.
In 2020, the city issued 113,000 free-tax UKeys and 97,000 sets of free seals, saving 110 million yuan for enterprises. Chongqing also developed and put online an electronic bidding bond platform, and fully implemented electronic bonds in the field of engineering construction instead of paying bid bonds, reducing the financial pressure for market players by about 11.6 billion yuan.
While reducing the burden on enterprises, Chongqing has also deepened the reform of its commercial system to release market vitality. In terms of business start-ups, the "one network, one window, one-day" reform has been implemented to achieve one-time submission of materials and one-day completion of the entire process. The same address can be registered as the residence (business premises) of two or more market entities. This initiative alone has met the needs of more than 269,000 innovative entrepreneurs for centralized office and resource sharing.
In terms of exiting the market, Chongqing has fully implemented the pilot reform of simplified cancellation of registration of enterprises, and the tax and social security registrations of enterprises with simplified cancellation will be automatically canceled simultaneously. 24,000 enterprises have been successfully exited through this service.
Creating a fair environment for the rule of law
 
At present, as the rule of law plays an increasingly important role in the modernization of national governance, the contribution of legislation and the judiciary to the business environment is becoming increasingly evident.
In terms of legislation, on 1 July this year, the Chongqing Municipal Regulations on Optimizing the Business Environment, which was enacted in collaboration with Sichuan and Chongqing, will come into effect. The painful, difficult, and blocking issues strongly reflected by market players will be regulated, and experience and practices that have been tested to be effective and have high public recognition will be solidified.
In terms of justice, Chongqing courts will release the first "Judicial Evaluation Index System for Chongqing's Rule of Law Business Environment" (hereinafter referred to as "Index System") and the first "Evaluation Report on Judicial Protection of Rule of Law Business Environment" in the country in August 2019 and December 2020. (hereinafter referred to as the "Index System") and the first "Assessment Report on Judicial Protection of Business Environment under the Rule of Law". The Index System was listed as a major reform project at the Chongqing municipal level, and after one and a half years of trial operation, the judicial quality and efficiency of the city's courts have been comprehensively improved, and the business environment has been continuously optimized.
The index system has set up four levels of assessment indices, including five Level 1 indices, including fair adjudication, etc.; 12 Level 2 indices, including the quality of litigation procedures and the quality of substantive adjudication, etc.; 26 Level 3 indices; and 65 Level 4 indices, forming a systematic and rigorous, scientific and reasonable assessment index system. So far, under the guidance of the index system, Chongqing courts have formulated and implemented more than 30 judicial policy documents, built 4 new Internet platforms, and achieved outstanding results in judicial protection of the business

Issued the Implementation Plan for Optimizing the Business Environment in Chongqing against International Standards in 2020.
January 2021
A video conference on the World Bank's Chongqing Business Environment Advisory and Assessment Project was held. The five indicators of starting a business, processing construction permits, registering property, enforcing contracts, and handling bankruptcy that the city participated in the advisory and assessment have exceeded the world average, and the indicators of registering property, enforcing contracts, and handling bankruptcy have reached the level of developed economies.
March 2021
The Regulations on Optimizing the Business Environment in Chongqing were adopted by the Standing Committee of the Fifth Session of the Municipal People's Congress at its 25th meeting and came into effect on July 1.
May 2021
The Implementation Plan for Optimizing the Business Environment in Chongqing by Deepening the Reform of "Management and Service" in 2021 was issued.
