Customs Facilitates Cross-Border Trade to Optimize Business Environment in SW China

Chongqing- The number of trains pulled out through China-Europe Railway Express (Chongqing) ranked top two in China. According to the latest statistics released by Chongqing Customs, its volume of transport containers ranked the first across the country in 2020.

Specifically, in terms of upgrading and opening channels, China-Europe Railway Express (Chongqing) trains made 2,603 trips, an increase of over 70% year-on-year, ranking first in the southwest and top two in the country; the volume of transport containers exceeded 220,000 TEUs, an increase of over 65% year-on-year, where its value of goods ranked first in the country. Moreover, the number of trains and standard containers carried by rail-sea combined transport increased by 40.30% and 40.50% year-on-year, respectively. The number of ASEAN shuttle buses and the value of transport increased by 128% and 117%, respectively, throughout the year.

Regarding the flow of elements in the industrial chain's supply chain, Chongqing Customs has opened its first China Post Special Train to ensure the normalized large-scale delivery of mail to Europe can be realized. 16.45 million pieces of mail were transported nationwide, accounting for more than 65%. Through relying on the "China-Europe Railway Express + Cross-border E-commerce B2B + Overseas Warehouse" model, Chongqing Customs has launched a full-chain business. They have also implemented flight cloud filing to morph passenger airlines into cargo carries on 15 routes, where its volume of freighter flights has increased by more than 40%.

The overall customs clearance time of Ports in Chongqing was further compressed in 2020, where its overall customs clearance time for import and export was 68.32 hours and 0.39 hours, respectively, which were 71.46% and 97.41% lower than 2017. The effective customs clearance of goods can also be ensured through online, mailing, self-service, and appointment processing.

Meanwhile, Chongqing Customs has strongly supported key industries and new trade formats in response to corporate policies and has provided "one-stop" seamless services for 25 scientific research institutions to assist in introducing high-end equipment. Supporting the development of cross-border e-commerce, import and export orders and the value of goods increased by 23.3% and 14.4%, respectively, year-on-year.

According to the relevant person in charge of Chongqing Customs, Chongqing Customs made efforts to promote the high-level opening-up and high-quality development of the Chongqing Pilot Free Trade Zone and the Comprehensive Bonded Zones and replicate and promote 36 pilot free trade zone reform experiences.

This also gives rise to four special customs supervision areas, including Lianglu-Cuntan Free Trade Port Area, Xiyong Comprehensive Bonded Zone, Jiangjin Comprehensive Bonded Zone, Fuling Comprehensive Bonded Zone, and three bonded logistics centers (Type B) to be realized, reaching 457.56 billion yuan in imports and exports, an increase of 16.2% year-on-year, accounting for 70.2% of Chongqing’s total foreign trade value.

In the future, Chongqing Customs will focus on cultivating new opportunities for development and help the city expand its opening-up into a new stage. This will be done by deepening the customs cooperation mechanism between Chengdu and Chongqing, promoting the effective supervision on the transfer of goods and mails across customs areas, enhancing the coordinated operation of the China-Europe Railway Express (Chengdu-Chongqing), and facilitating the rapid development of the export-oriented economy between two places.
