Chongqing- Chongqing strives to build an inland pilot area for the development of modern service industry, according to the recently released List of the First Batch of Key Tasks on Launching More Comprehensive Trials on the Opening of Chongqing's Service Industry and the List of the First Batch of Key Projects on Launching More Comprehensive Trials on the Opening of Chongqing's Service Industry, known as the "double lists."

Developing the integrated trials for greater openness in the services sector is an important deployment for China. This is to implement a new round of high-level opening-up and accelerate building a new open economy system in recent years.

In particular, Chongqing serves as the only selected pilot area for developing the integrated trials for greater openness in the services sector among all provinces, autonomous regions, and municipalities in central and western China.

The "double lists" will accelerate the construction of a new pattern for greater openness in the service sector with a more open market, standardized system, effective regulation, and a better environment.

The List of Key Tasks covers nine areas below.

Technology

In science and technology, Chongqing has launched a special program enabling enterprises to be settled in industrial parks and benefit from intellectual property mortgage financing.

Besides, the city also implemented a unique program for patent commercialization and improved financing mechanisms, including intellectual property mortgage financing. Chongqing will build a science and technology innovation center with national influence by exploring initiatives and innovative systems.

Culture

Chongqing will rely on the Lancang-Mekong Tourist Cities Cooperation Alliance and other initiatives to explore, introduce, and deepen cooperation on performances and tourism with foreign countries in commerce, culture, and tourism. The construction of an international consumption center city will be promoted through the pilot initiative.

Logistics

In the area of investment facilitation and logistics customs clearance, Chongqing will carry out import and export tests of express mails on China-Europe Railway Express, promote the construction of a domestic distribution center for express mails on China-Europe Railway Express, and establish a shared container dispatch system for the New International Land-Sea Trade Corridor (ILSTC).

Data

In the field of data, Chongqing will speed up the introduction of the Action Plan for the Reform of Market-based Allocation of Data Elements in Chongqing, the Interim Plan for Data Security Management in Chongqing, and the Regulations on Chongqing's Data to explore the sound basic institutional norms for data property rights, data rights and interests, transaction circulation and security protection.

Finance

In addition, the financial sector will support foreign natural persons to invest in companies listed on the regional equity exchange market in Chongqing.

In education, Chongqing will actively promote the Sino-foreign cooperative education projects and carry out the international university's projects in Chongqing.

Furthermore, qualified internet medical services will be included in the scope of medical insurance reimbursement in the field of health care.

Talent

In the field of talent, Chongqing will introduce a catalog to optimize services such as qualification certification and examinations for overseas professionals in architectural design and planning. 

Besides, regarding the rule of law, the city will improve supporting policies and promote overseas arbitration institutions to set up business institutions in Chongqing.

The pilot initiative will support Chongqing to develop a modern industrial system and build a new open economy system at a higher level.
