Chongqing- As one of the important sectors of the China (Chongqing) Pilot Free Trade Zone (CFTZ), Xiyong Comprehensive Bonded Zone builds a bonded distribution center for imported vehicles.

Five years on, CFTZ has seen practical and innovative achievements in opening up, according to Li Xunfu, an official with the Chongqing Municipal Commission of Commerce.

Specifically, European-made vehicles are transported to Xiyong Comprehensive Bonded Zone through the China Railway Express to Europe for bonded warehousing and distributed to 4S stores in different provinces and cities in southwestern China for sales.

To "subtract" the financial pressure of the enterprise, the seller can sell the vehicles first and then pay the corresponding taxes. To "add" to supply the market demand, all vehicles are stored in the comprehensive bond area and can be directly sold to Yunnan, Guizhou, Sichuan, Chongqing, and other places, so as to shorten the time for consumers to pick up the car.

System innovation cases promoted nationwide

Located in Western (Chongqing) Science City, Xiyong Comprehensive Bonded Zone realized 7,453 bonded vehicles, with a value of about 4.2 billion yuan, with a year-on-year increase of 100%, ranking first in the city in 2021.

It's no accident that such impressive results have been achieved. In fact, the important positioning of the CFTZ serves as the "test field" of policy innovation.

According to the person in charge of the relevant departments of the Western (Chongqing) Science City, the Science City adheres to the core of institutional innovation and the basic requirements of replicability and popularization, benchmarking the world bank's business environment assessment system, forming "CCC Certification Exemption" and "Four independence and One simplicity."

The regulatory document code of the single window of Certificate Exemption from Mandatory Products Certification is 410 at the time of customs declaration, where this business is generally called "CCC Certification Exemption."

The "Four independence and One simplicity" means self-recording, self-determined verification, write-off cycle, self-reporting, self-payment of taxes, and simplifying customs business approval procedures for enterprises in the comprehensive bonded zone.

Xiyong Comprehensive Bonded Zone has won the national promotion case of system innovation and fully implemented the "whole-process online handling" of 195 tax-related matters, with the online handling rate reaching 96.14%.

Cooperate with eBay 

This January, Chongqing Xiyong Cross-border E-commerce Industrial Park (eBay Park) was unveiled in Micro-electronics Industrial Park in Western (Chongqing) Science City, marking the cooperation between Xiyong Micro-electronics Park and eBay, assisting thousands of small and medium-sized enterprises to explore overseas markets.

"Thanks to a series of innovative systems explored and formulated by the Science City, customs clearance modes such as 'quick customs clearance' have been formed," said the eBay official. "The customs clearance procedures have been completed within 24 hours all year round after the goods arrive at the customs supervision site, providing convenient customs clearance services for cross-border e-commerce enterprises."

With the help of eBay, from January to February this year, the import volume of cross-border e-commerce in the Park reached 346 million yuan (about 54.40 million U.S. dollars), accounting for 36.2% of the city's transaction value, and the newly added cross-border e-commerce exports completed a transaction value of 2.735 billion yuan.

With the help of the platform of the CFTZ, the industrial output value of Xiyong Micro-electronics Park reached 236.1 billion yuan in 2021, accounting for nearly 10% of Chongqing.

Besides, the total foreign trade import and export volume exceeded 336.9 billion yuan, accounting for 42% of Chongqing, and Xiyong Comprehensive Bonded Zone ranks fourth in China and first in Chongqing.
