Chongqing- This year, Chongqing issued a suggestion for high-level development of Western (Chongqing) Science City, and local authorities gave a detailed interpretation at a press conference on April 26. 

The suggestion puts forward an overall positioning of the science city and innovation highland for the Western (Chongqing) Science City, with one development vision: home to scientists and a city for entrepreneurs. 

A two-step construction goal is included in the suggestion. The first one is by 2025, the level of openness and internationalization of the Western (Chongqing) Science City will lead the central and western regions, the research and experimental development (R&D) expenditure account for more than 5% of regional GDP, to become the Silicon Valley of Western China.

The second one is by 2035, the core area function of a scientific and technological innovation center will be formed with emerging original achievements, becoming a science city with international influence. 

The Western (Chongqing) Science City is the future of science and technology innovation as well as the high-quality development of Chongqing, said Chen Jun, an official of the Chongqing Science and Technology Bureau. 

Mapped out by the national strategy, Chen made a strong case for the Western (Chongqing) Science City, addressing that Chongqing takes it as a fundamental carrier for building a scientific and technological innovation center with national influence. 

Talent services  

To build the Western (Chongqing) Science City at a high level, the first driving force is scientific and technological innovation, and the first resource is the talent element, said Zuo Yongxiang, an official of the Western (Chongqing) Science City. 

Last year, the "Golden Phoenix" policy benefited talents was issued in Western (Chongqing) Science City with more than 50 million yuan investment. 

Building a first-class science city with first-rate talents is one of the Western (Chongqing) Science City targets. Thus, it will strengthen the cooperation between universities, institutes, and leading enterprises to cultivate local talents. 

Zuo said that Chongqing would vigorously introduce talents in critical industries such as information technology, life and health, green low-carbon, intelligent manufacturing, and high-tech services. 

Furthermore, more beneficial policies will be issued for college graduates and returned overseas personnel to increase employment and entrepreneurship. 

Integration of science, industry, and city 

How can Chongqing develop the Western (Chongqing) Science City in the future? Zuo highlighted three aspects of its blueprint: science, industry, and city. 

First, science refers to enhancing technological innovation leadership, which is considered the soul of a science city. 

Due to the rich local quality scientific and educational resources, the Western (Chongqing) Science City incorporated a host of prestigious universities and institutions to support its development. 

Chen represented that the municipal science and technology bureau will introduce a batch of innovative high-end resources at home and abroad based on the needs of the science city, offering support in all ways, ranging from policy, environment, and service. 

Second, as the vital support for high-quality development, the industry refers to consolidating the economic growth. 

Zuo placed emphasis on crucial sectors to expand the four leading industries of information technology, life and health, green low-carbon and intelligent manufacturing, and high-tech services. 

Integrated circuits, automotive electronics, biomedicine, new energy and intelligent connected vehicles, and software information are essential sectors. 

Third, the city, carrier of science city, refers to improving the adaptability of urban functions. 

The government takes steps to build six urban functions of comprehensive transportation, education and medical care, green ecology, culture and leisure, commercial business, and intelligence.
