Chongqing- Chongqing Municipal People’s Government recently released the 14th Five-Year Plan for Culture and Tourism Development in Chongqing (2021-2025).

The Plan specifies that by the end of the 14th Five-Year Plan (2021-2025), in terms of culture, major progress will be made in the construction of a city strong in culture, and cultural soft power will be greatly improved. In terms of tourism, the construction of international tourism hub cities will be developed and promoted, and world-renowned tourist destinations will be accelerated. In addition, culture and tourism will be developed and integrated.

Accelerate the construction of a city strong in culture

In terms of accelerating the construction of a city strong in culture, first, it is suggested to promote the prosperity and development of literature and art. Specific measures include creating a gathering area in Changjiahui (located in Nanan District, Chongqing, where the Yangtze and Jialing rivers intersect) for performing arts, building cultural venues such as the Yangtze River Concert Hall, and the second phase of Chongqing International Circus City, and focusing on the creation and performance of key plays.

Second, improve the public cultural service system. It requires focusing on promoting the urban-rural integration of the public cultural service system and constructing major public cultural facilities such as the branch of Chongqing Library to enrich the supply of public cultural services and build a high-quality system.

Third, strengthen the protection, inheritance, and utilization of cultural heritage. The plan proposes to strengthen the protection and inheritance of revolutionary cultural relics. Strengthen the protection and utilization of cave temples, and implement the cave temples of high-quality cave temples. The plan also proposes to strengthen the protection and utilization of cultural relics in the Three Gorges and promote the Hechuan Diaoyucheng Ancient Battlefield Site and Fuling Baiheliang (literally meaning the "White Crane") Ridge Inscription to be included on the World Heritage List.

Fourth, promote the transformation and upgrading of the cultural industry. The plan proposes to develop new formats of the digital cultural industry and strengthen the development of cultural and creative products. It also suggested promoting the agglomeration and development of cultural industries and creating a group of cultural and creative parks and bases with distinctive characteristics and industrial integration.

Accelerate the construction of world-renowned tourist destinations

 In terms of accelerating the construction of the Bashu Cultural Tourism Corridor, the plan proposes to inherit and carry forward the Bashu culture, jointly build the Bashu Ancient Civilization Research Center, Bashu Culture Research Institute, and other research institutions and jointly strengthen the archaeological investigation, excavation, protection and display of Bashu cultural sites with Sichuan Province. Besides, Chongqing and Sichuan will jointly create the iconic tourism brands of Bashu, such as the charming city, the magnificent Three Gorges, and the grottoes art.

In terms of implementing tourism quality projects, the plan proposes to build a number of large-scale cultural and tourism integration complexes, construct world-class tourist attractions and resorts with cultural deposits, and create a number of international tourism brands. For example, to focus on creating tourism routes in the Three Gorges of the Yangtze River, promoting the folk culture and eco-tourism, developing hot spring tourism and red tourism, and accelerating the upgrading and transformation of rural tourism.

Promote the integrated development of culture and tourism

In terms of the integrated development of culture and tourism, the plan proposes establishing and improving industries such as "scenic spots + theatre" and "scenic spots + performing arts." Optimize the cultural tourism environment, boost the tourist market, and accelerate the cultivation and construction of an international consumption center city.
