Chongqing- The 2021 Chongqing Talents Conference will be held from November 20 to 21, with a number of arranged special events for discussion, according to a press conference held on November 16.

For the first time, the conference simultaneously opens overseas sub-venues in Russia and the United Kingdom, recruiting foreign talents and inviting local government officials, experts, and scholars, entrepreneurs, high-level talents, etc., to discuss the possibilities of future cooperation with Chongqing. This further shows the internationalization and influence of the conference itself.

Brainstorming themed special events

According to Tan Mingxing, Vice Chairman of Chongqing Association for Science and Technology, the 2021 Sichuan-Chongqing Science and Technology Conference will be held at the Chongqing Yuelai International Convention Center on the afternoon of the 20th.

This year, they will increase the selection of Sichuan-Chongqing first-class scientific and technological journals and hold an award ceremony at the meeting. The conference will also invite academicians and experts from Sichuan and Chongqing and winners of Special Awards Papers to deliver keynote speeches.

He Zhenguo, Deputy Director of the Chongqing Municipal Human Resources and Social Security Bureau, also said that the bureau would host the Talent Forum of the Green Development of Yangtze River Economic Belt and the Second High-Skilled Talent Development Forum on New Careers of 2021 during this year's Talents Conference.

Increasing trend of talent gathering

According to Xiao Feng, a committee member of the Organization Department of Chongqing Municipal Party Committee, Chongqing has issued 26 policy measures for accelerating the gathering of outstanding scientists and their teams, supporting young talents for their innovation and entrepreneurship, cultivating talents in the big data smart industry, strengthening the construction of talents in public health, and organizing talents in rural revitalizing.

Additionally, the other ten policy measures involve promoting the high-quality development of high-level scientific and technological innovation platforms as well as talent teams.

From January to September this year, the city introduced about 47,000 talents, and the trend of talent gathering is constantly increasing.

Up to now, the total human resources of the city have exceeded 5.65 million.

Reform of the talent development 

In terms of the in-depth advancement of the reform of the talent system and mechanism, Chongqing took the lead in implementing the contract system for talent-project funding, driving 3,771 scientific and technological talents to participate in research, and guiding the investment of 330 million yuan (approx. 51.99 million U.S. dollars).

Chongqing has opened up a career development channel for specialized and high-skilled talent by continuously promoting the reform in the "basic performance + excess performance" salary system.

Nearly 2,000 specialized technical personnel have obtained high-skilled personnel vocational skill level certificates, which shows that the talent development system and mechanism reform has achieved positive results.
