The Chongqing High-Tech Industrial Development Zone released a plan for sci-tech innovation during the 14th Five-Year Plan period (2021-2025), laying down a roadmap for sci-tech development in the next five years.
In terms of sci-tech innovation platforms, the Western (Chongqing) Science City will build three major sci-tech infrastructure facilities, four national industrial innovation platforms, 320 municipality-level and above R&D institutions, 100 municipality-level and above key laboratories, and five pilot-scale maturation platforms.
Regarding the comprehensive contribution of sci-tech, the research and development spending of the science city will account for more than 5.5% of the GRP, the government expenditure in sci-tech will take up more than 15% of the total at the same level, the number of invention patents per 10,000 people will exceed 70, and the proportion of strategic emerging industries will surpass 90%.
When it comes to innovation and entrepreneurship, the science city will house more than 2,000 technology-based enterprises, over 500 high-tech enterprises, 50 gazelle enterprises, and five more unicorn enterprises (including potential ones) to form several leading sci-tech innovation enterprises and brands with strong technological innovation capabilities and core market competencies.
In terms of the concentration of sci-tech talent, the science city will introduce and cultivate 50 top talent, 300 outstanding talent, 1,000 leading talent, and 2,500 young talent to achieve the total human resources of 200,000 persons.
By 2025, the science city will have formed a complete sci-tech innovation system as well as an innovation and entrepreneurship policy system, implemented a number of reform measures of forward-looking and demonstration-led sci-tech innovation system and mechanism, formed a strong atmosphere of advocating science and encouraging innovation, and built an influential innovation and entrepreneurship brand in the country.
It aims to build a core area of sci-tech innovation centers with national influence and a comprehensive science center leading innovative regional development.
Efforts will be made to construct an integrated innovation function pattern of one axis, three centers, and multiple points, that is, with Science Avenue as an innovative development axis, to build a science power reserve center, a sci-tech vitality empowerment center, and a sci-tech efficiency release center, cultivating multiple supporting points of sci-tech innovation.
The zone will focus on a school-locality collaborative innovation working mechanism, a school-locality resources and production factors integration and exchange platform, a sci-tech innovation R&D platform, as well a two-way flow of talent, achievements, and production factors to strengthen the interaction among enterprises, universities, and research institutions. They will make every effort to promote the continuous enhancement of sci-tech innovation strength.
