Southwest China's Chongqing Municipality started refunding tax to overseas tourists from March 1, 2018. Here is a helpful guide for international passengers at the Airport.

1. Procedure

1.1 Purchasing refundable goods

Overseas visitors shall take their valid identifications with them and ask the store for the refund application form and the sales invoice, or fapiao in Chinese.

1.2 Customs checks and verification

While arriving at the Airport and before check-in your luggage, overseas visitors shall voluntarily present the purchased refundable goods, the Refund Application Form for Overseas Visitors, and the invoice (fapiao in Chinese) to China Customs for supervision and review. If everything is correct, the Customs will stamp the Refund Application Form for Overseas Visitors, which validates the application.

1.3 Process your refunds at the agency

Overseas visitors shall apply for VAT refunds by presenting passport, boarding pass, Refund Application Form for Overseas Visitors verified by China Customs, and the sales invoice (fapiao in Chinese) to the agency, which is the ICBC (Industrial and Commercial Bank of China) tax refund office located at the T3 in this case.

2. How to calculate the VAT refunds?

VAT Refundable = invoice value of goods for refund (tax included) x tax refund rate (11%)

Tax refund commission charge of Tax Refund Agency = invoice value of goods for refund (tax included) x commission charge rate (2%)

Actual VAT refundable = VAT Refundable - Tax refund commission charge of Tax Refund Agency

3. Refund currency

3.1 If the tax refund is less than RMB 10,000, you can choose either cash or bank transfer.

3.2 If the tax refund exceeds RMB 10,000, bank transfer is mandatory.

4. Conditions of VAT Refund

4.1 The VAT Refund policy is only applicable for foreigners or people from Hong Kong, Macao and Taiwan who remain in mainland China for no more than 183 days.

4.2 For VAT Refund, the purchased goods shall meet the conditions:

(1) The purchased tax refundable goods are worth more than RMB 500, and keep in mind to obtain the sales invoice (fapiao in Chinese) and the VAT Refund application form.

(2) The goods shall not be used or consumed before departure.

(3) The departure time shall not exceed 90 days from the day of the purchase.

(4) The passengers shall carry the goods with themselves or put them in their checked-in luggage.
