For example, the Opinions urges efforts to implement a negative list for market access to make market access unimpeded. It lays down requirements for maintaining the fair competition order by strictly implementing the fair competition review system and perfecting the third-party assessment mechanism.
Meanwhile, in terms of optimizing the factor supply mechanism, Chongqing shall deeply advance the reform of market allocation of production factors and the factor-market integration in the Chengdu-Chongqing economic circle.
Transparent and convenient opening-up environment
By creating a transparent and convenient environment of opening-up, Chongqing will bring market entities a broader market and more opportunities.
According to the Opinions, to increase the level of opening-up and development, Chongqing will fully leverage the logistics and operation organization center of the New International Land-Sea Trade Corridor (ILSTC) and build a collection center demonstration project for China Railway Express.
