Break the Barriers of Data Localization, the Practice of a Chinese City

Chongqing- With a focus on promoting data openness this year, Chongqing Big Data Application and Development Administration has established digital rules, cultivated markets for data factors, and improved the digital business environment, achieving remarkable results, which breaks the barrier of data localization in the South West China municipality, and help the government data flow.

49 projects between China and Singapore

China-Singapore (Chongqing) International Dedicated Connectivity is a vital symbolic project of the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI).

The connectivity has been connected to eight parks, including Xiyong Micro-Electronics Industrial Park, Yongchuan Big Data Industrial Park, and Bishan High-tech Industrial Development Zone.

The project has enabled 61 enterprises and institutions from China and Singapore to carry out 49 cooperation projects in various fields, including telemedicine, smart education, smart logistics, and high-definition video.

By seizing the opportunity to build the Chengdu-Chongqing economic circle, Chongqing has organized cooperation in Sichuan's big data development system. They have signed 78 agreements on big data intelligence and guided more than 300 units in government, enterprises, academia, and research to cooperate and develop.

In doing so, the mutual sharing of 5460 types of government data from 144 departments of the two regions was realized, and the co-construction and sharing of 210 public services between Sichuan and Chongqing were promoted.

This August, Sichuan and Chongqing signed the "1 + 9" cooperation agreement on the collaborative development of big data, focusing on nine areas of cooperation, including digital infrastructure, government data, inter-provincial access mechanism, credit information sharing, data services, Internet plus the regulation, enterprise exchange, big data legislation and big data standardization, which aims to add 115 new inter-provincial access services this year.

First in China to issue plan for big data

Chongqing has issued interim measures for managing government data resources and public data openness, serving as the first provincial government in China to issue an implementation plan for the standardization of big data.

At present, Chongqing is promoting the promulgation of Regulations of Chongqing on the Administration of Big Data Development, studying and formulating Measures of Chongqing for the Administration of Data Security, promoting the introduction of Chongqing Municipal Public Data Classification Guidelines by local standards.

Now, the system of regulations and standards is gradually improved.

Government data sharing system

Chongqing has taken the lead in China in establishing a three-tier government data-sharing system of "nation-municipality-county," realizing government data sharing among 76 municipal departments, 38 districts and counties, and the Liangjiang New Area and the Wansheng Economic and Technological Development Zone.

Meanwhile, Chongqing has also built an urban big data resource center, making a breakthrough in "centralizing, storing and opening of public data, as well as data sharing between Sichuan and Chongqing."

Among them, the sharing of government data grew to 9,280 categories. The number of data calls reached 12.77 billion, representing an increase of 265%, compared to implementing the data management through the "cloud," ranking first in the country.

Western Data Exchange Center

In April 2020, under the support of the State Information Center, Chongqing Municipal Administration for Big Data Application and Development promoted the launch of the national "Great Wall of Data" action plan in the southwest region.

More than 80 leading big data enterprises southwest, universities, and research institutes were integrated to form Southwest Data Governance Alliance, exploring cross-regional and multi-industry data integration. Chongqing strives to build a regional data governance system.

At present, Chongqing is accelerating the construction of the Western Data Exchange Center and actively cultivating markets for data factors.

Meanwhile, Chongqing has also been developing a new form of the digital service industry. It has cultivated and introduced 351 key platform enterprises, over 26,500 new industrial enterprises, and more than 2.1 million employees in new forms of the industry.

Improvement of the digital business environment

Chongqing uses applications to continuously drive data convergence, sharing, opening up, and optimizing the digital business environment.

Focusing on constructing a smart city, Chongqing builds a full set of scenarios for "living, working, touring, entertainment and shopping” by promoting the demonstration construction of typical application scenarios such as emergency management, intelligent parking, and grassroots governance, etc.

The deployment and promotion of "Yukuaiban,” the online government service platform of Chongqing, and "Yukuaizheng,” Chongqing's collaborative office cloud platform, are also being accelerated. Up to now, the number of matters handled by "Yukuaiban" has reached 1,875, and the number of users has exceeded 22 million; "Yukuaizheng” ranks up to three places in the provincial government's online government service capability assessment and enters the top 10.

Furthermore, Chongqing has also established a "Yukuairong" big data financing platform, with more than 260,000 registered users, helping 207,000 small and micro enterprises to raise more than 37.3 billion yuan successfully.

Creation of over 10 digital economy industrial parks

Chongqing will continue to deepen the digital opening pilot work, optimize the digital business environment, and build a new digital economy innovation development system, said the relevant person of the Chongqing Municipal Administration for Big Data Application and Development

Among them, Chongqing will strive to cultivate more than five listed enterprises and unicorns in the digital economy, focus on building over 10 digital economy industrial parks, collaborate to build more than 100 R&D and innovation platforms, and accelerate the cultivation of more than 5,000 rapid-growth digital economy enterprises.
