Chongqing- During the 13th Five-Year Plan period, a new corridor was born to connect western China and the rest of the world. This is the New International Land-Sea Trade Corridor (ILSTC). 

Following the national plan that includes the Chongqing Airport Economic Demonstration Zone as the focus of the hub economy construction, Chongqing Yubei District seizes the opportunity for great development to build its opening-up platform. 

Yubei District has favorable conditions to act on the national strategies with its prominent advantages in industrial clusters, logistics hubs, and cooperation platforms, according to Yu Huiwen, deputy to the National People's Congress and Secretary of the Communist Party of China Yubei District Committee at 2022 Two Sessions. 

International industry cluster 

In 2021, Yubei achieved a total economic volume of 223.6 billion yuan as the only district in Chongqing exceeding 200 billion yuan, relying on its industrial solid clusters' potential. 

Yubei will from strategic emerging manufacturing industry clusters characterized by small batches, multiple varieties, high added value, and effectiveness in the modern industrial system. 

The government will place more value on four giant potential industrial clusters: advanced materials, innovative equipment, consumer goods industry, and intelligent architecture. 

In the modern service industry system, ILSTC will support Yubei to develop the modern service industry led by the airport economy and characterized by free trade. 

Chongqing Xiantao International Big Data Valley and Chongqing International Expo Center could be significant carriers for Yubei to build a data-driven industrial system and event brand with international influence. 

Next, Yubei aims to create a world-class business and development environment driven by the market experience for high-quality ILSTC construction. 

Large-scale logistics hub 

In recent years, the government has attached great importance to the construction of national logistics hubs. It has promoted the Chongqing Airport-type National Logistics Hub to achieve positive results.

In November 2021, Chongqing Airport-type National Logistics Hub was selected among the first group of national logistics hubs for the 14th Five-Year Plan (2021-2025).

And Yubei was successfully approved as an airport national logistics hub, making Chongqing the only city in the country to have port-types, land-port, and airport national logistics hub. 

Moreover, Yubei is the only district and county in Chongqing's main metropolitan area with a multimodal transport hub system encompassing air transport, water transport, railway, highway, and tracks. 

This vital logistics hub can connect with the China-Europe Railway Express and ILSTC. And it is accessible to reach the whole country and 228 international cities through the Jiangbei International Airport. 

High-level cooperation platform 

The China-Singapore (Chongqing) Demonstration Project is one of the crucial platforms in the Yubei District for opening up the ILSTC data channel.

Yubei pioneered the application of neutral electronic waybill in the country, improving the intelligent logistics capacity of the international air cargo. 

Based on the cooperation achievements with Singapore, Yubei District will concentrate on aviation logistics services with high value-added manufacturing, ranging from integrated circuits to high-end consumer electronics. 

Also, the cargo collection capacity of areas along the ILSTC should be expanded to realize the two-way round-trip between central and western cities and ASEAN countries to open up the air corridor of the ILSTC. 

Not only possesses significant cooperation platforms, but Yubei is also the only district in Chongqing to participate in the co-construction with Sichuan, named Sichuan-Chongqing Gaozhu New Area. 

It was jointly built by Guang'an City in Sichuan Province and the Yubei District of Chongqing Municipality. And is the only cross-provincial new district constructed together by the strategic deployment of the Chengdu-Chongqing economic circle.

In the coming years, Yubei District will push more vigorously for the ILSTC development with the innovation-driven strategy, putting crucial cooperation platforms to good use, especially the international collaboration with the outside world.
