For example, the plan proposed to improve the ecological livability and deepen the green, low-carbon transformation. There will be more than 43% greening coverage of built-up areas, and 100 million square meters of old urban areas will be renovated.

Furthermore, the initial construction of a green, low-carbon energy system, industrial system, and lifestyle will be developed. More than 100 green demonstration communities will be built, and the urban domestic waste recycling rate will achieve 38%.

To make the city healthier, safer, and more livable, the urban renewal will focus on internationalization, green, intelligence, and human culture, according to Yu Ying, a spokesperson for the Chongqing Municipal Bureau of Planning and Natural Resources.

The city should develop new scenarios based on key urban functional areas, such as science city and smart park, and play the role of a national-level advanced manufacturing center, a western financial center, an international consumption center, and an international integrated transportation hub, according to Yu.

City Information Modeling for a smarter Chongqing

The action plan highlights the smart city's characteristics. Following the plan, the City Information Modeling (CIM) platform of the municipal information model will be completed with the application system of "CIM+."

The number of smart campuses and smart hospitals at the municipal level will reach 600 and 100, respectively. The value added by the digital economy's core industry will account for more than 10% of Gross Domestic Product (GDP).

Lei Xudong, deputy director of Chongqing Municipal Bureau of Urban Management, highlighted the importance of intelligent and smart management in improving road quality. The construction of roads plays a crucial role in ensuring a city's regular operation, and the deployment of an intelligent management system is a crucial initiative on the government's part.

For instance, the system will upgrade the algorithms and models of road, bridge, and tunnel management and maintenance through online monitoring of key components, real-time warning of key parameters, and long-term data accumulation.

Meanwhile, Chongqing should respond to the intelligent driving needs of the new energy vehicle industry by carrying out a vehicle-road cooperation pilot project. Additional road smart infrastructure and equipment are needed for intelligent driving to enhance the level of road support for intelligent driving.
