Transforming a Chinese Municipality into a Major Smart City

Chongqing- To manage a municipality with a population of 13 Million is not easy. Still, with a smart city's brain implication of AI and big data, smart cameras, and cross-government operations, southwest China's Chongqing explores some solutions in smart city management, which serve the purpose of delicately city management, and the city ranks in the top 10 in digital transformation in China.

The Smart City Operations Management Center of Jiangbei District is the pioneer in this field. The Center was the first in China to incubate an intelligent video capture system. Since its launch in 2017, it has handled more than 2.7 million cases, and public satisfaction has risen from 40% to 94.6%. To protect the ecological environment of the Yangtze River, Chongqing has made detailed regulations on fishing areas, time, and tools. Xiangguo Temple Wharf serves as one of the priority water areas for law enforcement. 

Crimes and illegal activities can be detected so easily with the help of the cameras installed by Jiangbei District's Smart City Operations Management Center. Currently, the Center covers approximately 30,000 cameras and 39 systems, including urban law enforcement, urban lighting, intelligent parking, and urban emergency management.

Additionally, citizens are encouraged to access Baixing Chengguan's WeChat account, where they can report problems and cases. The fastest time for the relevant department to respond is within two hours, leading to high user satisfaction.

The cases were just two of the 360,000 the platform handles each year.

The Smart City Operations Management Center of Jiangbei District pushes for a realization of cross-government level, cross-regional, cross-system, cross-department, and cross-business collaborative management and service through technology, business, and data integration.

Relevant departments include most government departments, including the Housing and Urban-Rural Development Committee, the Culture and Tourism Commission, the Agriculture and Rural Affairs Commission, and the Environmental Protection Bureau.

"During this summer's flood control period, many department leaders come to the center on standby," said an official from the Smart City Operations Management Center of Jiangbei District. "Some officials even stayed for three days because the flood control information here was comprehensive, and officials were able to allocate resources here because they could access comprehensive information."

Share smart city experiences across the country

The Center, serving as the first example of intelligent application of urban management in China, has participated in the national standards for digital urban management and led the formulation of local bars in Chongqing, such as the technical guidelines for IoT of smart urban management components and the technical specifications for smart city management.

The practice of "an integrated network management system" was highly recognized by the Ministry of Housing and Urban-Rural Development and was recommended across the country.

Cities across China, including Hong Kong, flocked to the Center for learning and idea-exchanging. Over 7,000 foreign and Chinese officials, industry experts, and scholars have visited the Center. Chongqing will continue to share the innovative experience of Jiangbei's smart city management throughout China and abroad via SCE 2022.

Concerns about using data while not violating personal privacy are always a priority in the system. According to a related person in charge of the Smart City Operations Management Center of Jiangbei District, the camera is essential for discovering the loopholes in urban management. Meanwhile, Chongqing attaches great importance to construct a video surveillance system.

"Our algorithm does not target people but focuses on cases," said him. "The footage has signed a confidentiality agreement to maintain society's regular operation and protect the public's privacy."
