Chongqing — The year 2020 has seen the vigorous development of the Chengdu-Chongqing Economic Circle. From the central government of China to the local private enterprises, the whole nation has been sparing no efforts in the construction of Chengdu-Chongqing Economic Circle. Here are the related big events in 2020.

January

January 3rd

The sixth meeting of the Central Committee for Financial and Economic Affairs noted that promoting the construction of the Chengdu-Chongqing economic circle will help foster a growth pole for high-quality development in western China.

January 6th

Standing Committee of the Chongqing Municipal CPC Committee convened an enlarged session, noting that the city shall fully understand its role in the construction of Chengdu-Chongqing economic circle and grow into a nationwide influential center of economy and scientific innovation, a new focus of reform and opening-up and a high-quality livable city.

January 7th

Leaders of Chongqing Development and Reform Commission, Sichuan Provincial Development and Reform Commission, and 22 neighboring cities, districts, and counties attended the Symposium on Integrated Development of Sichuan, Chongqing and Neighboring Areas via Sichuan-Chongqing Cooperation held at Tongnan District of Chongqing.

Chongqing staged the Cushman & Wakefield 2020 Chongqing Media Press Briefing, releasing the Report on the Development of China’s Metropolitan Areas — Study on the Development of the Chengdu-Chongqing Economic Circle.

January 11th

The 3rd session of the 5th Chongqing Municipal People’s Congress Chongqing released the 2020 Chongqing Municipal People’s Government Work Report, illustrating the specific plans for the construction of the Chengdu-Chongqing Economic Circle.

March

March 17th

The first meeting of the Sichuan-Chongqing Party and Government Joint Conference for Promoting the Construction of Chengdu-Chongqing Economic Circle took place, reaching an important consensus on the working plan and mechanism, and major tasks in 2020.

March 25th

The municipal traffic work conference 2020 took place, indicating that traffic departments of Sichuan and Chongqing will accelerate the development of traffic integration in the Chengdu-Chongqing economic circle, strive for four one-hour traffic circles and achieve three “integrations”.

Chongqing Municipal People’s Government submitted the report on 2019 environmental protection, which said that in 2020, the Chengdu-Chongqing area will work on ecology building and environmental protection, unify related standards and develop one negative list for two cities.

March 30^th

The People’s Procuratorate of Chongqing released on a video conference that it was coordinating with the Sichuan Provincial People’s Procuratorate to establish a procuratorial cooperation mechanism which will serve and ensure the construction of the Chengdu-Chongqing economic circle.

April 2^nd

Chongqing convened the kick-off meeting for the Southwest Action Plan of National “Great Wall of Data.” and held the unveiling ceremony of Southwest Data Governance Alliance and Southwest Big Data Legal Research Center. From such regions as Chongqing, Sichuan, Guizhou, Yunnan, Beijing, Guangdong, and Zhejiang, over 70 related leading enterprises have joined the alliance.

April 10^th

A strategic cooperation agreement on collaborative industrial investment promotion in the Chengdu-Chongqing region was concluded at a symposium held by the Sichuan Provincial Bureau of Economic Cooperation and Chongqing Investment Promotion Bureau.

April 12^th

The train of C6014 China’s first cross-province high-speed ring railway left from Chongqing Xi (West) Railway Station, connecting Chongqing Municipality, Sichuan Province, and Guizhou Province.

April 15^th

The Chongqing Association for Science and Technology (CQAST) and Sichuan Association for Science and Technology (SAST) signed a framework agreement on comprehensive strategic cooperation in Chengdu, Sichuan Province, which will power the construction of the Chengdu-Chongqing economic circle with science and technology (S&T) knowledge.

April 21^st

Sichuan and Chongqing signed the Framework Agreement on Strategic Cooperation of Talent Coordinated Development in Chengdu-Chongqing Economic Circle at the first meeting of the Joint Conference on Talent Coordinated Development in Chengdu-Chongqing Economic Circle on April 21, opening a new chapter for talent development in the two regions.

April 23^rd

Chongqing Liangjiang New Area and Sichuan Tianfu New Area signed a strategic cooperation agreement with the overall goal of jointly creating an inland opening gateway. The two sides agreed to cooperate in seven aspects, including planning, inland opening-up, transportation, and industry.

April 25^th

Chongqing Federation of Literary and Art Circles (CQFLAC) signed a cooperation agreement on prioritizing literary and art with the Sichuan Provincial Federation of Literary and Art Circles (SCFLAC) to strengthen the cultural exchange between Sichuan and Chongqing. The two sides will further in-depth exchanges between literary and art workers of the two regions.

April 27^th

Chongqing signed a framework agreement on coordinated education development by the Chongqing Education Commission with the Education Department of Sichuan Province to promote the construction of the Chengdu-Chongqing economic circle.

May

May 8^th

Chongqing’s Nanchuan District and the Dujiangyan City of Sichuan Province jointly signed the strategic cooperation agreement between Jinfo Mountain and Qingcheng Mountain – Dujiangyan, to promote the in-depth cooperation between the two quality scenic spots in Sichuan and Chongqing, and jointly create the polarization and core effect of Chengdu-Chongqing economic circle.

May 12^th

Chengdu-Chongqing Economic Circle University Alliance was established in Chengdu. The teachers of the alliance members can give lectures and instruct students in different universities in the two regions, promoting communications and training among member universities and explore the recognition mechanism of credit transfer.

May 13^th

The one-month campaign to help local private enterprises attract talent via online platforms was launched. The campaign was sponsored by Chongqing Municipal Human Resources and Social Security Bureau and Chongqing Municipal Federation of Industry and Commerce, and organized by Chongqing Talent Exchange Service Center and Sichuan Talent Exchange Service Center.

May 14^th

Chongqing Academy of Social Sciences (The Development Research Center of Chongqing Municipal People’s Government) and Sichuan Academy of Social Sciences signed a strategic cooperation agreement in Chengdu on May 14, taking the lead in building a cooperation platform for high-end think tanks in Sichuan and Chongqing.

May 21^st

Investment in Hungary and Innovation Projects Roadshow was held in Chongqing. Representatives from innovative enterprises in Chongqing and Chengdu joined this meeting to exchange the business potential– Investment Environment and Innovation Projects

May 22^nd

The natural resources departments of Sichuan and Chongqing signed the Cooperation Agreement on Deepening Cooperation in Planning and Natural Resources to promote the Construction of Chengdu-Chongqing Economic Circle in Chongqing.

May 25^th

Chongqing Expert Service Center and Sichuan Expert Service Center signed the Sichuan-Chongqing Expert Resource Sharing Agreement, establishing the Expert Service Group for Chengdu-Chongqing Economic Circle Construction.

May 29^th

The document “Active Service in Construction of the Chengdu-Chongqing Economic Circle and Inter-Administrative Region Strategic Cooperation Agreement on Complaint Handling Mechanism for Foreign-invested Enterprises” was signed in Chongqing, followed by the awarding institutional workstation plaques for “Foreign Investment and Enterprise Complaints Services”.

Chongqing Municipal Commission of Commerce and Sichuan Provincial Department of Commerce signed the work plan, to co-build the Co-opening-up Demonstration Zone of China (Sichuan) Pilot Free Trade Zone & China (Chongqing) Pilot Free Trade Zone.

June 11^th

The Chongqing Municipal Commission of Economy and Information Technology and the Sichuan Provincial Economics and Information Department jointly issued the Notice on Accelerating the Construction of the Industrial Cooperation Park of the Twin-City Economic Circle, pushing forward the cooperation and co-construction of industrial parks in the two regions.

June 17^th

Chongqing China Three Gorges Museum and Sichuan Museum held a signing ceremony for a strategic cooperation agreement on strengthening the protection and utilization of cultural relics in China Three Gorges Museum of Chongqing. The two museums will cooperate to make Bashu cultural relics vivid and help Sichuan and Chongqing to establish a state-level demonstration area for cultural relics protection and utilization, as well as the construction of the Chengdu-Chongqing economic circle.

The Port and Logistics Office of Chongqing Municipal People’s Government and the Port and Logistics Office of Sichuan Provincial People’s Government signed the Memorandum of Understanding on Port and Logistics Cooperation in Chengdu-Chongqing Economic Circle and the Single Window Cooperation Agreement on Sichuan-Chongqing International Trade, aiming to drive the high-quality development of regional ports and logistics industry.

July 18^th

The Joint Office to Promote the Construction of the Chengdu-Chongqing Economic Circle held the fourth director meeting in 2020 in Chengdu. Chongqing and Sichuan will jointly promote the construction of 9 platforms and 15 major projects in the second batch with altogether 31 major projects in two batches.

August 12^th

Lianglu/Cuntan Free Trade Port Area (CFTA) of Chongqing Liangjiang New Area signed an agreement with Shuangliu Park of Comprehensive Bonded Zone in Chengdu Hi-tech Industrial Development Zone, to build together an international aviation hub, a special customs supervision zone, and an experimental free trade zone in the Chengdu-Chongqing region.

August 19^th

An inter-provincial bus route opened, linking Zhutuo, the sub-center of Yongchuan District in Chongqing, and Luzhoudong Railway Station in Yunjin, Sichuan.

September 14^th

Euro-China Green and Smart City Forum 2020 was held in the Sino-Swiss Techno Park (SSTP) in Chongqing, officially opening the Europe Chongqing Center; the International Gateway Hub Seminar of the Chengdu-Chongqing Economic Circle was held as well, introducing the latest developments.

October 16^th

The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting to deliberate the Planning Outline for the Construction of Chengdu-Chongqing Economic Circle, which was a re-enhancement and re-deployment of the Chengdu-Chongqing region.

October 26^th

Chongqing Development and Reform Commission and China Development Bank (CDB) Chongqing Branch signed the Cooperation Agreement on Driving Construction of Chengdu-Chongqing Economic Circle and Fueling Coordinated Development of One Area and Two Clusters, to further enhance the strategic collaboration around the 14th Five-Year Plan.

October 27^th

The signing ceremony of an action plan of coordinated employment and entrepreneurship development of college and university graduates in the Chengdu-Chongqing Economic Circle was held, staged by Chongqing Municipal Education Commission, the Education Department of Sichuan Province.

November 1^st

The first Chengdu-Chongqing Economic Circle Summit on Business Associations Cooperation took place in Beibei District, Chongqing. Private business owners and heads of business associations from Sichuan and Chongqing dived into cooperation for mutual development based on “Concerted Efforts by Business Associations of Chengdu and Chongqing to Advance the Chengdu-Chongqing Economic Circle.”

November 13^th

The Chengdu-Chongqing Economic Circle Consumption Index Conference was launched in Dazu District, releasing data on tourist arrivals, tourism consumption, e-commerce and etc.

December 4^th

Wuhou District and foreign investment enterprise associations in Chengdu and Chongqing signed a contract to build a Japanese business exchange center of the Chengdu-Chongqing Economic Circle.
